INTRODUCTION
This memorandum requests the City Council approval and authorize the initiation of the
public improvement construction bidding process and set a public hearing date for
February 3, 2025, for the ImOn Ice Arena Dehumidification System Upgrade Project.
BACKGROUND
The Imon Ice Arena is owned by the City of Dubuque and managed by the Schmitt
Island Development Corporation.
The existing air conditioning HVAC for the arena consists of six individual rooftop unit
air handling systems which provide air conditioning to various parts of the offices and
front entry areas of the facility. The most critical climate control ventilation equipment
within the Ice Arena is the centralized Munters BRR dehumidification system located in
the refrigeration plant mechanical room that services the entire facility. The current
16,000 CFM Munters BRR dehumidification system is undersized and does not provide
the dehumidification that is needed for the facility during the summer months.
DISCUSSION
The City has retained Nelson-Rudie & Associates, Inc., to complete a feasibility study
and provide design services for the development of an originally contemplated project
for the installation of a new dehumidification system, a new arena HVAC and
emergency generator system at the Imon Ice Arena. As part of the initial feasibility
study, Nelson-Rudie evaluated the existing dehumidification system, ventilation
systems, and ice plant system of the arena.
As part of the mechanical systems assessment, in collaboration with Nelson-Rudie, the
City retained an independent 3rd party mechanical system Commissioning Agent to test
and recalibrate the existing dehumidification and ventilation systems to ensure the
systems are operating at optimal performance and efficiency.

Following the mechanical systems assessment, Nelson-Rudie observed that the
existing dehumidification system is operating as designed and has an estimated 10-15
years of service life remaining.
Based on historical seasonal operational performance data, Nelson-Rudie concluded
that the existing dehumidification system performs well during the winter months when
outside humidity and dew points are low. However, the unit is undersized and does not
have the capacity for proper ventilation of the arena space during warmer times of the
year when outdoor humidity and dew points are much higher.
Nelson-Rudie is recommending adding a new, secondary dehumidification system that
will provide 7,500 CFM of supplemental dehumidification and ventilation to the arena
space.
The ImOn Ice Arena Dehumidification System Upgrade Project will include the
installation of a new, secondary dehumidification unit on the lower roof of the southeast
side of the facility. The new dehumidification system will require structural support
modifications to the roof trusses; will include installation of circular fabric air dispersion
ductwork routed the length of the arena; new gas piping, new electrical pulls; and a new
automated control system that will control both the existing and the new
dehumidification systems. The new dehumidification equipment will be installed in a
location that would not be impacted by the installation of a potential future 2nd ice
sheet.
IMPROVEMENTS NOT RECOMMEND - AT THIS TIME
The City was initially planning to include and develop a larger scale project for the
design and installation of a new dehumidification system, a new air conditioning HVAC
and emergency generator system at the Imon Ice Arena. However, due to higher cost
projections that exceeded available budgeted funding, the scope of improvements had
to be reduced.
As part of the initial feasibility study, Nelson-Rudie evaluated the addition of new air
conditioning equipment to provide conditioned air for the arena to support dry floor
events during summer months. To support the dehumidification system, Nelson-Rudie
recommended adding four (4) 50-ton air conditioning roof top units.

As part of the feasibility study, Nelson-Rudie also evaluated the energy loads of the ice
arena facility to determine capacity requirements for an emergency generator system.
Based on the operations of the ice arena, Nelson-Rudie recommended the following two
(2) generator system options for consideration.

Based on updated cost estimates and current available funding for the Ice Arena
improvements, there is insufficient funding available at this time to add the air
conditioning HVAC improvements or the emergency generator system as part of the
original contemplated project.
Staff are recommending that the prioritization of improvements to the arena include only
the dehumidification system as a Phase 1 project. The air conditioning HVAC and
emergency generator system could be budgeted in a future fiscal year or include with a
future potential 2nd ice sheet. The generator system could also then be sized to serve
both arena spaces.

IMON ICE ARENA DEHUMIDIFICATION SYSTEM UPGRADE PROJECT
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
ImOn Ice Arena Dehumidification System Upgrade Project in the estimated amount of
$1,265,800.00, are hereby preliminarily approved and ordered filed in the office of the
City Clerk for public inspection.
A public hearing will be held on the 31d day of February, 2025, at 6:30 p.m. in the
Historic Federal Building Council Chambers 350 W. 6th Street, Dubuque, Iowa, at which
time interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract and estimated cost of said Project, and the City Clerk be
and is hereby directed to cause the attached notice of the time and place of such hearing
to be published in a newspaper having general circulation in the City of Dubuque, Iowa,
which notice shall be published not less than four days nor more than twenty days prior
to the date of such hearing. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, form of contract, or estimated cost of the
Project.
The ImOn Ice Arena Dehumidification System Upgrade Project is hereby ordered
to be advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The City Engineer is hereby directed to advertise for bids for the construction of
the improvements herein provided, by publishing the Notice to Bidders to be published
on the City of Dubuque website and a contractor plan room service with statewide
circulation, which notice shall be published not less than thirteen but not more than forty-
five days before the date for filing bids before 2:00 pm on the 20th day of February, 2025.
Bids shall be opened and read by the City Clerk at said time and will be submitted to the
City Council for final action at 6:30 p.m. on the 3rd day of March 2025, in the Historic
Federal Building Council Chambers (and/or by virtual means), 350 West 6th Street,
Dubuque, Iowa.

DEHUMIDIFICATION SYSTEM UPGRADE PROJECT
PUBLIC NOTICE is hereby given that the Dubuque City Council will conduct a public
hearing on the 3rd day of February 2025 at 6:30 p.m., in the Historic Federal Building 350
West 6th Street, 2nd floor, Dubuque, Iowa at which meeting the City Council proposes to
hear the plans, specifications, form of contract and estimated cost for ImOn Ice Arena
Dehumidification System Upgrade Project. Said proposed plans, specifications, form of
contract and estimated cost are now on file in the office of the City Clerk. At said hearing
any interested person may appear and file objections thereto.
The scope of the Project is as follows: Install a new, secondary
dehumidification unit on the lower roof of the southeast side of the facility.
The new dehumidification system will require structural support modifications
to the roof trusses; will include installation of circular fabric air dispersion
ductwork routed the length of the arena; new gas piping, new electrical pulls;
