Proof of Publication for City Council Proceedings of 12 16 24 Page 24 of 740 MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMISSION (APPROVED) DATE: Wednesday, November 20, 2024 TIME: 5:30 p.m. PLACE: Housing and Community Development Department. 350 West 6'" Street, Conference Room 250; Dubuque, IA 52001 Chairperson Julie Woodyard called the meeting to order at 5:35 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Dean Boles, Dominique Jeter (virtual), Renee Kehoe, Gabriel Mozena (virtual) and Julie Woodyard. Commissioners Absent: Michelle Hinke (excused absence). Staff Present: Mary Bridget Corken-Deutsch, Stacey Weeber, Anderson Sainci- Director of Shared Prosperity and Neighborhood Support Public Present: None Certification of Minutes — October 16, 2024 Commissioner Kehoe motioned to approve the Minutes for the October 16, 2024, Community Development Advisory Commission Meeting. Commissioner Boles seconded. Motion carried 5-0. Correspondence/Public Input There was no public input. Reports a. Office of Shared Prosperity and Neighborhood Support Anderson Sainci (Director of Shared Prosperity and Neighborhood Support) spoke on a Pathways to Prosperity handout. Sainci stated the approach is to collaboratively make an impact on poverty and fostering prosperity. They will inform others on data and promising practices to measure and accelerate collective impact, facilitate and convene collaboration to address poverty, racial equity, and socio-economic opportunity, initiate new partnerships and nurture existing ones to advance prosperity and invest in initiatives that address poverty and enhance neighborhoods. They will also focus on community and neighborhood engagement. Boles and Jeter both graduated from the City Life Program, which is run out to Office of Shared Prospertiy and Neighborhood Support. City Life is how they were able to find City commissioner opportunites. Old Business a. None New Business a. Public Hearing for Draft Analysis of Impediments to Fair Housing Motion by Commissioner Boles to open the public hearing for Draft Analysis of Impediments to Fair Housing. Seconded by Commissioner Jeter. Motion carried 5-0. Chair Woodyard asked if there were any public comments. No public present to comment. Corken-Deutsch provided brief power point on the Draft Analysis of Impediments to Fair Housing created by MSA. Corken-Deutsch went over the goals and actions. Discussion from Commissioners on goals and actions included asking if local data exists to support whether "flipping" of affordable rental housing by outside investors is a problem, is not allowing pets in rental units an impediment, and do landlords need help purchasing buildings to keep rents affordable. 1 Page 32 of 740 MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMISSION (APPROVED) Motion by Commissioner Boles to close the public hearing Draft Analysis of Impediments to Fair Housing. Seconded by Commissioner Jeter. Motion carried 5-0. Motion by Commissioner Boles to approve the public hearing Draft Analysis of Impediments to Fair Housing. Seconded by Commissioner Kehoe. Motion carried 5-0. b. Set Public Hearing for Final Analysis of Impediments to Fair Housing Corken-Deutsch provided a memo requesting the Community Development Advisory Commission set a public hearing on January 15, 2025, at 5:30pm for the Final Analysis of Impediments to Fair Housing. Motion by Commissioner Jeter to set the public hearing for Final Analysis of Impediments for January 15, 2025, at 5:30 p.m., and authorize staff to publish public notice of public hearing and public comment period for 30 days from November 21, 2024-January 2, 2025. Seconded by Commissioner Mozena. Motion carried 5-0. Reports a. Housing Commission Corken-Deutsch stated the approved meeting minutes were provided in the packet for the commission members to review. Commissioner Kehoe is on the commission, but had no further comment on the minutes. b. Resilient Community Advisory Commission No reports were available. Commissioner Boles stated some residents were upset with how many deer were in the City of Dubuque. c. Equity and Human Rights Commission Corken-Deutsch provided the meeting minutes in the packet. No other comments from the commission on the approved minutes. Information Sharing a) CDAC Member Term Expiration Date Corken-Deutsch stated Commissioner Boles, Commissioner Jeter, and Commissioner Hinke's terms expire February 15, 2025. She asked if those commission members were wanting to serve another term to complete an application. It takes two council meetings for approval. There are two LMI openings and one at large. Boles asked about professors at Dubuque colleges recruting students for the committee. b) Basically CDBG-Chapter 9-Other Eligible Activities Discussion Commissioner Boles discussed putting $1,000.00 aside for interim assistance as the video stated. c) Basically CDBG-Chapter 10-Other Federal Requirements Corken-Deutsch stated there was a video for Chapter 10, Other Federal Requirements and an additional 6 chapters to read that coincide with the video. Adjournment There being no further business to come before the Commission, Commissioner Mozena moved to adjourn the meeting. Commissioner Kehoe seconded. Motion passed by voice vote.
