The existing sewer located along Southgate Drive is damaged in several locations. Sewer pipe defects prevent crews from inspecting or adequately maintaining the existing sewer, increasing the risk of sanitary sewer overflows. The existing sewer is in need of replacement. BACKGROUND The existing sewer located along Southgate Drive is damaged in several locations. Sewer pipe defects prevent crews from inspecting or adequately maintaining the existing sewer, increasing the risk of sanitary sewer overflows. Existing sewer is in need of replacement. DISCUSSION The project will provide for the replacement of 276 linear feet of 8-inch diameter sanitary sewer main having a depth of fourteen to twenty-one feet, including the replacement of two sanitary sewer manholes, restoring sanitary service lines, crossing water main and other utilities, and pavement removal and restoration. PROJECT SCHEDULE The proposed schedule for the project is as follows: Initiate Public Bidding Process & Notice of Public Hearing Publish Notice to Bidders, Advertise for Bids Public Hearing on Plans & Specifications Receipt of Bid Proposals (Bid -Letting) Award Construction Contract Final Project Completion Date February 3, 2025 February 4, 2025 February 17, 2025 February 20, 2025 March 3, 2025 June 27, 2025 Page 277 of 721 RECOMMENDATION I recommend preliminary approval of the proposed plans, specifications, form of contract and construction estimate for the Southgate Drive Sanitary Sewer Improvements Project. I further recommend establishing the date of the public hearing and authorizing the Engineering Department to advertise for bids for the project. The amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved. The City Engineer is hereby directed to advertise for bids for the construction of the improvements herein provided, by publishing the Notice to Bidders to be published on the City of Dubuque website and a contractor plan room service with statewide circulation, which notice shall be published not less than thirteen but not more than forty- five days before the date for filing bids before 2:00 p.m. on the 20th day of February 2025.
