Van Milligen, City Manager FROM: Jeremy Jensen, Chief of Police DATE: January 17, 2025 RE: Dubuque PD 2024 Awards and Recognition Program Introduction The purpose of this memo is to provide information on the Dubuque Police Department awards and recognition program which occurred on January 16, 2025. Background In 2010, Police Chief Mark Dalsing, implemented an awards and recognition program. The purpose of the program was to formally recognize past and present department personnel for their service to the community, for acts which are above and beyond the call of duty, for acts which by their nature are such that the employee places his/her life in jeopardy, or for acts that bring public acclaim to an employee, the department, and the law enforcement profession. Discussion Attached is the Dubuque Police Department Policy reference the Awards and Recognition Program. The policy is comprehensive and covers how to nominate someone, the vetting process, final approval of awards and then the display of such awards. Additionally, employees are recognized in front of their peers during unit meetings, or shift briefings, through a presentation, certificate, and a commendation/citation bar that they can wear on their uniforms. Additionally, officers are allowed to wear a bar that shows specialty units or programs they have been a part of. The first awards and recognition night was held in January 2022 and has been held annually since. The most recent Awards and Recognition Program was held on January 16, 2025. Employees (both sworn and non -sworn), family (to include children), friends and supporters were in attendance. Officers were encouraged to wear their uniforms with their citation/commendation bar as part of this formal event. The night also focuses on employee and family wellness. The Dubuque Police Department has a long-standing partnership with Dr. Nicole Keedy and Dr. Thomas Ottavi of Medical Associates. Dr. Keedy and Dr. Ottavi provide brain health care for officers of the Dubuque Police Department and were instrumental in the Dubuque Police Dept. recently being awarded Service People Integrity Responsibility Innovation Teamwork Page 365 of 721 an over $100,000 wellness grant. As part of the awards night they presented on what the implementation of this grant would look like with officer wellness checks. It should be noted that the formal awards and recognition night is only a small portion of what goes on with the employees of the Dubuque Police Department. The employees of the department have many milestones throughout a year. Whether it be promotions, lateral transfers into another division, or selected to be an instructor, are just a few of those accomplishments. Additionally, employees continue their formal education, obtain certifications and participate in the community. Recommendation Captain Brendan Welsh will conduct a short presentation on the February 3rd City Council meeting. No further action is needed. The Gallantry Star is the second highest award presented by the Dubuque Police Department. WOUNDED IN COMBAT Presented to a member of the Dubuque Police Department, who receives a wound, in the line of duty, which was inflicted intentionally by an adversary, with a weapon or with the intent to inflict serious or life threatening injury. SIGNIFICANT INJURY ON DUTY Presented to a member of the Dubuque Police Department who, in the line of duty, receives an injurycaused by criminal or negligent actions of another person which causes severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible i internal injury, severe laceration, loss of consciousness, or other illness or injury determined significant by the Chief of Police, Chief's designee, or the awards committee and overcomes the injury to return to full duty. SPECIALTY 2 — ADVANCED SKILLS AWARD Worn by a member of the Dubuque Police Department who is assigned to a specialty unit including: Underwater Search and Rescue, Departmental Armorer, Drug Recognition Expert, DARE, Accident Reconstructionist, Police Explorer Advisor, Auxiliary Advisor, or Drone Team. SPECIALTY 3 — FULL TIME SPECIALTY UNIT AWARD Worn by a member of the Dubuque Police Department who is assigned to a departmental permanent, full-time, multi -officer specialty unit including: Criminal Investigations Division (CID), Community Oriented Policing Unit (COP), School Resource Officer (SRO), Dubuque Drug Task Force (DDTF), Traffic Unit, orthe Neighborhood Response Team (NRT). Former members of the specified units who left in good standing are eligible for this award. INSTRUCTOR / FIREARMS INSTRUCTOR Instructor Worn by a member of the Dubuque Police Department that is certified as a Police Instructor and is actively being utilized in this capacity by the DPD. Firearms Instructor- Worn by a member of the Dubuque Police Department who is a certified firearms instructor and is actively being utilized in that capacity by the Dubuque Police Department. HONOR GUARD HONOR Worn by a member of the Dubuque Police Department who is assigned as a member of the department's Honor Guard Unit and is GUARD 0 actively serving in that capacity. PHYSICAL FITNESS AWARD EMEAwarded to those officers that successfully complete the physical fitness standards in which the sit and reach, push-ups, sit-ups and the mile and a half run are scored. Those officers who meet the minimum standards as set forth by the Iowa Law Enforcement Academy will be awarded the left pin and those officers who meet the preferred standards as set forth by the Iowa Law Enforcement Academy will be awarded the right pin. MILITARY SERVICE Worn by a member of the Dubuque Police Department who has honorably served in any branch of the United States Military, Elmo including reserve and National Guard status, completed their tour of duty and received an Honorable Discharge. THE PATRIOT Worn by members of the Dubuque Police Department for their continued dedication in the defense and protection of the United States. (Officers are eligible for this award after their first year of honorable service.) SERVICE MEDAL Awarded to those officers as recognition to their dedication to the City of Dubuque, the Dubuque Police Department and the police fall profession. This citation will be awarded in 5 year service increments.
