Staff Present: Bonnie SPURLING (Arts & Cultural Affairs Manager); Mike WILLIAMS (Intern)

HALDER called the meeting to order following staff assurance of Iowa Open Meeting
compliance at 3.34 PM.
Roll Call & Review of Minutes
Roll call was skipped due to familiarity with commissioners, City staff and public present.
DONALD motions to accept minutes from September with changes, DAVIS-ORWOLL
seconds. Vote unanimously passed. No further discussion.
Officer and Committee Appointments
Committee appointments for MENCHACA skipped due to his absence.
Status Reports from Staff
SPURLING reports for Office of Arts & Cultural Affairs:
Creatives Cafe committee recently met and decided on four quarterly dates in 2025. Location
for dates have not yet been determined.

Art on the River committee has upcoming meeting to discuss the theme for next years exhibit.
Updates From Master Plan Working Groups
None
Old Business Updates from Grants Subcommittee
Grants committee had recent meeting, continues to work on finetuning grant guidelines, which
they will then bring back to the full commission for review. Proper NTE code will remain an
eligibility guideline for upcoming year.
New Business
SPURLING recently met with the City Manager to continue to discuss a public temporary Art
policy.
Public Comment/Correspondence
Levasseur advises she will share open commission seats with an email list she has for the
Bluff Street corridor.
Events and Engagement Reporting from Commissioners
Tom Robbins announced his resignation from the Commission as he has accepted a new
position in Minnesota and will be relocating soon.
Adjournment motioned by ROBBINS seconded by RIEDEL at 4.27 PM.
