BACKGROUND The Final Plat of Lots 129 thru 136 and Lot J of Silver Oaks Estates No. 3 is the final phase of an approximately 96-acre subdivision located at the southeast corner of intersection of Hwy 61 and Hwy 151 off Elmwood Drive. When fully developed, the subdivision will contain a total of 144 residential lots. The property is bordered by residential development to the south, east and north, and Granger Creek, US Hwy 61 /151 and agricultural land to the west. The Zoning Advisory Commission reviewed and approved a preliminary plat for this last phase of the subdivision at the June 2, 2021 meeting. DISCUSSION The Final Plat of Lots 129 thru 136 and Lot J of Silver Oaks Estates No. 3 creates nine (9) residential lots and one (1) letter lot for street right-of-way. Lot Name Acres Use Lot J 0.668 Cambria Drive ROW Ownership Public The submitted final plat provides for the construction of a private street to be named Cambria Drive. This street will be an extension of the already existing street which is part of the first phase of the subdivision. As part of the subdivision, the developer plans to construct and provide, at their cost, subdivision improvements including streets with longitudinal subdrains and concrete curb and gutter, paved temporary cul-de-sacs, sanitary sewer mains, water mains, storm sewers and catch basins, boulevard street lighting, fiber optic conduit and vaults, accessible sidewalk ramps, concrete sidewalks, and appropriate erosion control devices, to the site and will need to construct and carry out any other activities associated with the project in accordance with City plans and specifications. The proposed subdivision can be adequately served with City water and sanitary sewer mains and the City does have capacity to serve the development when fully built out. Page 144 of 797 Water and sanitary sewer connections already exist to the subdivision and were constructed during the first phase. Conformance with Comprehensive Plan: The Comprehensive Plan goals promote infill and mixed -use development. The City's Comprehensive Plan identifies the subject property area as Single -Family Residential land use which includes low -density, single- family homes, and related recreational, religious, and educational facilities that typically service a neighborhood population. Single-family residential land use encourages a mix of housing affordable for all segments of Dubuque's populations throughout the community, including options for those who might be saving for their first home. The proposed development would help to meet the following recommendations of the City's Comprehensive Plan: • Foster the development of new and additional housing products in suitable locations throughout the City. • Encourage a mix of housing affordable for all segments of Dubuque's population throughout the community. Pursuant to Article 11-10 (C) of the Unified Development Code (UDC), the subdivision must meet a minimum of 40 points for sustainability. As proposed, the Final Plat Lots 129 thru 136 and Lot J of Silver Oaks Estates No. 3 will be the final phase in the Silver Oaks Subdivision development which complies with the UDC's requirement for 40 points of sustainability. Solar Subdivision (70% of lots oriented for passive solar) 23 points Preservation of Existing Trees (Covenant) 10 points Recreational Open Space 15 points Street Trees 5 points Private Tree Planting (Covenant) 5 points LED Street Lights 5 points Linear Park 20 Doints Total Points = 83 Points The submitted Final Plat does provide sufficient easements to provide for the future extensions of utilities to the individual building lots. This ensures that the City will not need to acquire individual easements from future property owners at such time as City utilities are extended to serve the subdivision. RECOMMENDATION Planning staff recommends approval of the resolution for the Final Plat of Lots 129 thru 136 and Lot J of Silver Oaks Estates No. 3 as it is in compliance with the City of Dubuque's Unified Development Code and the Imagine Dubuque Comprehensive Plan and is in substantial compliance with the approved preliminary plat.
