BACKGROUND In December 2023, at COP 28 in Dubai, during the Local Climate Action Summit (LCAS), Michael Bloomberg announced a grant opportunity to Mayors participating in the LCAS to help fund global youth climate action. In March 2024, we were awarded $50,000 for Youth Climate Action. Dubuque was one of 100 cities selected from around the world, and one of 29 U.S. cities participating. The grant period ran April 1, 2024 — December 31, 2024. The program disbursed mini -grants for youth -led climate action outlined in the 50% by 2030 Climate Action Plan to move forward climate action in our city. DISCUSSION In December 2024, we were selected for Round 2. There was no formal application process. The selection was based on the successful completion of Round 1. We submitted a proposed budget and a pledge from Mayor Cavanagh. In January, we were awarded $100,000. This funding will be used for the disbursement of more mini -grants for youth -led climate action outlined in the 50% by 2030 Climate Action Plan to move forward climate action in our city. BUDGETIMPACT The grant award is $100,000.00. No match is required and there is no additional budget impact; however, the project will require staff time, which has been reflected in the budget. REQUESTED ACTION Due to the swiftness with which Bloomberg Philanthropies operates, the Round 2 funding was accepted by the deadline, and I respectfully request the City Council approval to accept the Bloomberg Youth Climate Action grant. To complete your Round 2 application, the mayor (or equivalent city leader) must sign to confirm their commitment to the values and principles outlined below by November 29, 2024. I feel the urgency of this moment and I am excited to be part of a cohort of global cities deploying microgrants to innovative youth engagement projects across my community. I am committed to administering the program in a way consistent with my city's climate plan. I am committed to utilizing the funds according to the guidelines and requirements. I commit to encourage initiatives and accompany them to ensure that the program leads our city and our youth co -produce, co -design and co -govern successfully. I resolve to dedicate staff to: • Launch, manage, and monitor the Youth Climate Action Fund in my city; • Promote an Open Call for microgrant projects and communicate widely on the program; • Support the implementation of youth -led, climate -focused microgrant projects; • Ensure my city's active participation in the program's technical support sessions; • Share updates, impacts, and stories from the ground with the Youth Climate Action Fund team and the greater community. In the case of a third party organization receiving the grant on my city's behalf, I will ensure that my city staff will take effective part in grant management and will lead program implementation with the support of the third party organization.
