INTRODUCTION
This memorandum provides for the approval of the Healthy Homes Production Grant
Award and HUD-1044 Form from the U.S. Department of Housing and Urban
Development (HUD).
BACKGROUND
The City of Dubuque was awarded the Healthy Homes Production Grant in 2022 and applied
to HUD in August 2024 to continue the program.
The Healthy Homes Production grant allows the city to serve low -moderate income residents
that need help rehabilitating their home to make it healthier. There are many ways the grant
can help make a home healthier, such as mitigating moisture intrusion, replacing windows, and
removing trip hazards. The grant can be used in a homeowner occupied or renter occupied
structure, if the persons living in the structure are low -moderate income.

DISCUSSION
The City of Dubuque was awarded $2,000,000 over a three-year period to continue the
Healthy Homes Production Program. Typically, the City of Dubuque staff participate in a
negotiation meeting with HUD representatives and at the end of that negotiation a HUD-
1044 Assistance Award is sent to the City to be executed within 30 days.
However, this year HUD sent the negotiation package to city staff, but then followed up
with an email that negotiations will not take place until a HUD-1044 is signed by the City.
The email from HUD with this information provided the City one (1) day to complete the
form and return it. Due to the change in process and faster than usual turn around, the
City Manager executed the HUD-1044 Assistance Award for the City of Dubuque on

February 611, 2025, with the understanding that the City Council would have the option to
retroactively approve the awarded funds/agreement with HUD. This approval ensured the
City of Dubuque would be able to accept the $2,000,000 to continue a program already
accepted by the City Council to serve the goals and priorities of the city.
RECOMMENDATION
I respectfully request City Council accept and approve $2,000,000 for the Healthy Homes
Production grant from the U.S. Department of Housing and Urban Development and
retroactively approve the HUD-1044 Assistance Award for the grant.

RETROACTIVELY AUTHORIZING THE FILING OF A HUD-1044 ASSISTANCE
AWARD FOR THE HEALTHY HOMES PRODUCTION GRANT WITH THE UNITED
STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, applications for certifications, funding, and grants are set by outside
entities and outside the control of the City; and
WHEREAS, the deadlines set by outside entities do not always coincide with the
meetings of the City Council; and
WHEREAS, the City was provided the Healthy Homes Production HUD-1044
Assistance Award from the U.S. Department of Housing and Urban Development on
February 5th, 2025 with a deadline of February 6th, 2025-,and
WHEREAS, the City Manager signed the form and seeks retroactive approval of
the HUD-1044 Assistance Award from the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The Healthy Homes Production HUD-1044 Assistance Award
submitted to the United States Department of Housing and Urban Development is
approved retroactive to February 6th, 2025.

Please thoroughly read the attached documents to complete the negotiation process by the due date. Your
organization must complete and return the following documents as separate documents in one email: Budget
Workbook, Budget Narrative, LOCCS Access contact and HHGMS contact list.

THE COMPLETE NEGOTIATION PACKAGE MUST BE RETURNED BY FRIDAY, FEBRUARY 21, 2025:
1. Healthy Homes Production (HHP) Grant Program Terms and Conditions- This document details the
grant program terms and conditions, reporting due dates, and other program requirements and is a helpful
resource that covers what grant activities are allowable.
2. Budget Workbook -See the Instructions tab for using the Budget Workbook. Complete the Name, Grant
Number, and Address of Applicant section at the top of the Workbook tab. You must complete a budget
worksheet (Orange tab) for each subgrantee/ subrecipient or partner receiving more than 10% of the
budget. Important: Although HUD awarded your organization the FY 2024 HHP grant, some costs and
activities may be unallowable, which we will discuss duringthe negotiation process. The "Sample
Tab" demonstrates how to complete the budget workbook.
3. Budget Narrative- This document explains/justifies the estimated costs byline item or category in the
budget. All costs listed in the Budget Workbook should have a corresponding detailed explanation in the
Budget Narrative. See the attached Example Budget Narrative.
4. LOCCS Access Contact -Provide the contact information of the person who will coordinate and certify
staff needing access to draw down funds in the eLOCCS. Note: HUD will not approve Persons with Interim
titles.
5. HHGMS List Contact form -The information on this form is used to grant access to Healthy Homes Grant
Management System (HHGMS), which is the web -based system used to manage the grant.
A negotiation team that includes a Grant Officer (GO) and a Government Technical Representative (GTR) will
contact you and work with you to execute the grant. This process will consist of reviewing the award package
documents and holding a formal Negotiation Meeting.
The following staff members from the primary Grantee's agency must attend the formal Negotiation Meeting: The
Grant's Authorizing Official (or Representative), the Program Manager/or Principal Investigator, who will manage
the day-to-day project activities, and a designated Fiscal Officer.

After the negotiation team (GO and GTR) reviews your submitted documents, they will email your point of contact
(POC) to schedule the formal Negotiation Meeting. Typically, we refer to the POC listed on the grant application
(SF-424). Please respond to this email with instructions if you wish to assign someone else as the POC.
Again, congratulations! We look forward to a successful grant negotiation and partnership to implement a
comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on
