Background The annual report is a form submitted by all Iowa CLGs to the State Historical Society of Iowa (SHSI). Under the CLG agreement with the State, the HPC is responsible for submitting an annual report that summarizes the City of Dubuque's historic preservation work and accomplishments. This report and workplan are requirements of maintaining the City of Dubuque's CLG status. The workplan helps guide the Commission's work, and it defines priorities as we write grants to do the work required as a CLG. The workplan has three goals- Survey & Registration Projects, Preservation Input and Work, and Outreach & Education. This workplan relates to a $10,000 annual budget request for seed funding utilized to garner grants that support survey and education work taken on by the Commission. We are currently undertaking surveys of two 201n Century Neighborhoods- Deereville and Voelker Highlands using CLG program grants. Recommendation Staff recommends review and approval of the CY2024 CLG Annual report for submission to the State Historic Preservation Office (SHPO). This was approved at the February 20, 2025 meeting and will go to the City Council for adoption on March 3, 2025. 8.2. Describe your communities assistance with preservation issues or projects in this calendar year. Please be specific (address(es) of the property(ies), what was the issue(s), what assistance was provided. Our staff provides services internally to many City departments, including Section 106 preparation for use of HUD funding by the Housing and Community Development Department (96 projects in total) and guidance to Leisure Services, Water, and Engineering for working with community facilities. The City has consulted with communities outside of Dubuque, sharing preservation practices and approaches with other cities. 8.3. Please describe your community's public education programs in his calendar year. Please provide specific details such as date of event, description of the event, how many people participated, whether the commission partnered with other organizations. We sponsored the inaugural Dubuque Area History Expo in, in partnership with a number of other research based organizations. About 100 people attended the free 3 hour event on October 20, and staff member Chris Happ Olson spoke about the Black Heritage Survey at the event. For the Black Heritage Survey, we performed 18 individual meetings and presentations, including presenting at two national venues, the NAPC Forum in West Palm Beach and the Alliance of National Heritage Areas at Usher's Ferry. In all, 947 were reached. The Commission continued its annual tradition of celebrating Preservation Month in May with: the City Council making a Preservation Month Proclamation and partnering with Dubuque Co. HPC, Dubuque Main Street, and the Dubuque Co. Historic Society to put on Architecture Days and the annual Historic Preservation Awards (joint with Dubuque Co. HPC). This event includes six days of noon -time tours at various locations, along with events at the library including a preservation theme film, architecture scavenger hunt. The event took place May 6-11. 9. We currently (Feb 2025) have 3 openings due to the requirement for residents from districts to serve. We have been marketing through neighborhood groups and hope to have at least 2 filled within the next month or so. 10. What partnerships did your commission form or continue with other entities? Examples include local main street office, local school, historical society, library, museum, service club, etc. If none, enter N/A One new partnership is with our Office of Shared Prosperity and Neighborhood Support to take education sessions (first session started in Feb 2025) to neighborhood organizations, educating about what it means to live in a historic district, incentives and opportunities for volunteering on the HPC. 11. Jeffris Family Foundation, $50,000 toward HSR for Eagle Point Park. This is a private grant, with the intention of getting $500,000-1,000,000 capital challenge grant in 2026 in order to carry out work identified in the report. 12. Do you have any suggestions for how we can improve our services to your commissions? Removing the gender balance requirement has made filling positions less complicated, especially when layered with the district representative requirement for HPCs. Another way to allow for more qualified people to serve is to, for historic district representatives, allow either residents or property owners, so long as they are residents in the City limits. Not a suggestion for improvement, but just a reminder that Chris Happ Olson is the appropriate staff (not the chair) to send formal requests, knowing not all commissions have staff. 28.
