PARTNERSHIP
The City has been asked to partner with the Community Foundation of Greater
Dubuque and the Dubuque Energy District on a project called "Community Action for
energy -Efficient and Sustainable Living." The work on the City side would include the
Office of Shared Prosperity & Neighborhood Support as well as Sustainability Office.
A letter of support was requested from the City for submission to Partners for Places. I
approved the support letter as the turnaround time did not allow prior approval by the
City Council. The project is consistent with City Council goals and priorities. I
respectfully ask for City Council approval of the prior submission of the letter of support.

SUBJECT: Letter of Support: CFGD Partners for Places Grant

DISCUSSION
The Community Foundation of Greater Dubuque (CFGD) is seeking a letter of support
for the Partners for Places. This grant opportunity allows an organization to partner with
their local government and a place -based funder to support environmental justice efforts
in frontline communities. For their project proposal, the Community Foundation is
partnering with Gina Bell, Sustainability Director, to build capacity at the Energy District,
enabling them to further support energy efficiency and cost savings in communities
most burdened by high energy costs in the city of Dubuque.
If approved, the Office of Shared Prosperity & Neighborhood Support commits to
supporting the project by:
• Facilitating introductions to neighborhood association members and providing
opportunities at neighborhood association meetings to introduce available
programs and share energy efficiency tips with community members.
• Providing communication support through social media and other avenues to
increase awareness of the program and encourage community participation.
ACTION REQUIRED
I am requesting your approval for our office to provide a letter of support for The
Community Foundation of Greater Dubuque (CFGD) grant application.

Dear Miss Quintana,
I'm writing on behalf of the Office of Shared Prosperity & Neighborhood Support within the City of
Dubuque to express our enthusiastic support for Community Action for Energy -Efficient and Sustainable
Living. This project, led by the Dubuque County Energy District with support from the City of Dubuque
and the Community Foundation of Greater Dubuque, will increase frontline community involvement and
active participation in environmental stewardship, and specifically, energy system sustainability to reduce
the energy burden and increase wealth -building of low to moderate -income households.
The Office of Shared Prosperity & Neighborhood Support is committed to this effort and will support this
project by:
• Facilitate introductions to neighborhood association members and provide opportunities at
