Ware, Leisure Services Director DATE: February 25, 2025 RE: Public Hearing for Bunker Hill Foundation Repair Project INTRODUCTION Dubuque All -America City 2007-2012.2013 2017*2019 This memorandum requests the City Council conduct a public hearing for the Bunker Hill Foundation Repair Project. BACKGROUND In July 2023, City of Dubuque Housing Inspector II George Jackson was contacted by Project and Facilities Manager Jared Charland with concerns about the conditions in the basement at the City's Bunker Hill Building. An inspection was performed by Assistant Director of Housing and Community Development Michael Belmont and uncovered a myriad of urgent issues including multiple leaks with one dripping on a live electrical distribution panel, chipping and peeling paint, an abundance of mold growth, and evidence of rodents. Subsequent inspections were conducted by Lead & Healthy Homes Inspector Kelly Davis utilizing x-ray fluorescence (XRF) and lead swabbing which uncovered lead paint chips and dust in multiple rooms in the basement and offices of Leisure Services administration staff. Park Department staff stopped the noted water leaks, while Mic's Construction LLC was contracted to remove the lead paint and mold from the basement. The scope of work under that contract was completed in March 2024. On January 291" 2024, Mike Jansen from Strand Associates, Inc. conducted a preliminary inspection of the entire Bunker Hill Pro Shop and Administration building. During the preliminary inspection, he noted the known heaving on the west wall of the foundation causing a door frame to bow in (under the front entry door) as well as foundation crumbling on a cinder block foundation wall opposite of the foundation issue under the front door (in the room with the breaker panel and previous water leaks). Further analysis and prioritization of work were completed over subsequent inspections and visits with City staff. Page 611 of 629 In January 2025, a task order under the City's Master Services Agreement with Strand Associates, Inc. was signed to create construction and bid documents to replace the failing foundation on the west side of the building under the front entrance door. DISCUSSION The project consists of a partial lower -level concrete masonry unit foundation wall removal and replacement with a cast -in -place concrete footing and foundation wall, lower -level window and door infilling, lower -level window and door replacement, foundation excavation for waterproofing and drainage, backfill, site concrete sidewalk and asphalt pavement, roof access stair removal, and construction of a stairwell enclosure. PROJECT SCHEDULE Initiate Public Bidding Process & Set Public Hearing February 17, 2025 Publish Notice to Bidders February 18, 2025 Public Hearing March 03, 2025 Receipt of Bid Proposals March 07, 2024 Award Construction Contract March 17, 2025 Project Completion Date June 23, 2025 BUDGETIMPACT In FY25, there is currently $320,000 in CIP funding (Project #3043000073) for construction. The construction cost estimate provided by Strand Associates, Inc. is $319,880 RECOMMENDATION I respectfully request Mayor and City Council approve the construction plans and specifications, and estimated cost for the Bunker Hill Foundation Repair Project, hold a public hearing, and adopt the attached resolution.
