Chairperson Julie Woodyard called the meeting to order at 5:32 p.m. following staff assurance of compliance
with Iowa Open Meeting Law.
Commissioners Present: Dean Boles, Michelle Hinke (virtual), Dominique Jeter (virtual), Gabriel Mozena
(virtual) and Julie Woodyard.
Commissioners Absent: Renee Kehoe (excused absence).
Staff Present: Mary Bridget Corken-Deutsch and Stacey Weeber
Public Present: None
Certification of Minutes — November 20, 2024
Commissioner Boles motioned to approve the Minutes for the November 20, 2024, Community Development
Advisory Commission Meeting. Commissioner Hinke seconded. Motion carried 5-0.
Correspondence/Public Input
There was no public input.
Old Business
a. None
New Business
a. Hold Public Hearing for Final Analysis of Impediments to Fair Housing
Corken-Deutsch requested the Community Development Advisory Commission hold a public hearing on
January 15, 2025, at 5:30pm for the Final Analysis of Impediments to Fair Housing. The Final includes
impediments to fair housing for the City of Dubuque.
Motion by Commissioner Boles to open the public hearing for Final Analysis of Impediments to Fair Housing.
Seconded by Commissioner Woodyard. Motion carried 5-0.
Chair Woodyard asked if there were any public comments. No public present to comment.
Corken-Deutsch provided a "Goals and Actions" document in addition to the Impediments to Fair Housing
created by MSA. Commissioners Boles commented on potentially streamlining applications to in the Housing
department and Commissioner Mozena commented on the benefit of personal outreach from HCV staff to
landlords about the benefits of HCV program.
Motion by Commissioner Boles to close the public hearing Final Analysis of Impediments to Fair Housing.
Seconded by Commissioner Mozena. Motion carried 5-0.
Motion by Commissioner Boles to approve the public hearing Final Analysis of Impediments to Fair Housing.
Seconded by Commissioner Hinke. Motion carried 5-0.
b. Set Public Hearing for Draft Consolidated Plan and FY26 Pre -Allocation Annual Action Plan
Corken-Deutsch provided a memo requesting the Community Development Advisory Commission set a public
hearing on February 19, 2025, at 5:30pm for the FY2026-FY2030 Draft Consolidated Plan and FY26 Pre-

Allocation Annual Action Plan for the use of Community Development Block Grant funds. Motion by
Commissioner Hinke to set the public hearing for Draft Consolidated Plan and FY26 Pre -Allocation Annual
Action Plan for February 19, 2025, at 5:30 p.m. at the Multicultural Family Center, and authorize staff to publish
public notice of public hearing and public comment period for 30 days from January 16-February 16.
Seconded by Commissioner Mozena. Motion carried 5-0.
Reports
a. Housing Commission
Corken-Deutsch stated the there were no meeting minutes in the packet and she will be attending the next
Housing Commission meeting.
b. Resilient Community Advisory Commission
Corken-Deutsch provided the meeting minutes in the packet. Commissioner Boles had nothing to report.
c. Equity and Human Rights Commission
Corken-Deutsch provided the meeting minutes in the packet. No other comments from the commission on the
approved minutes.
Information Sharing
a) Basically CDBG — Chapter 14-19 Other Federal Requirements Discussion
Commission Boles asked if Enviornmental Reviews were made public and Corken-Deutsch answered yes and
can provide more information at next meeting's Information Sharing.
b) Basically CDBG-Chapter 11 — Financial Management
Corken-Deutsch stated this is the last Basically CDBG Chapter the Commission will review.
a) FY24 CAPER Performance Letter
i. Videos from Catholic Charities, Heart, and Lincoln Wellness Projects from City Council 1/6/25
ii. City Council comments from 1/6/25
Adjournment
There being no further business to come before the Commission, Commissioner Boles moved to adjourn the
meeting. Commissioner Woodyard seconded. Motion passed by voice vote. Meeting adjourned at 6:40 p.m.
