Commissioners Present: Chairperson Janice Esser; Commissioners, Tim Gau,
Christina Monk, Heidi Pettitt and Rick Stuter.
Commissioners Excused: Bill Doyle.
Commissioners Unexcused: None.
Staff Members Present: Wally Wernimont and Travis Schrobilgen.
CALL TO ORDER: The meeting was called to order by Chairperson Esser at 6:38 p.m.
MINUTES: Motion by Pettitt, seconded by Monk, to approve the minutes of November
21, 2024 meeting as submitted. Motion carried by the following vote: Aye — Janice
Esser, Tim Gau, Christina Monk, Heidi Pettitt and Rick Stuter; Nay — none.

Staff Member Wernimont detailed the staff report noting the history of the property, and
that it is contributing to and listed in a local and National Register Historic District. He
noted that the applicant is requesting replacing five existing original arched wood
windows with squared off wood fiber composite windows with a factory coated black
exterior finish. They propose to replace four double -hung windows and one picture
window on the south side of the residence. The applicant provided a written explanation
of how the square sash would replace the arched detail. Staff showed google maps
images of 1917 Jackson Street which had a similar window layout. Staff concluded that
the windows in question are on a secondary fagade.

Bruce Timmerman, 555 Huff Street, spoke on behalf of the applicant noting that the
interior of the window is squared off, but the exterior has an arched detail to make it
appear arched. He said they would make all parts of the window black and would add
an aluminum detail across the top to cover any gaps. He said that Anderson doesn't
make arched windows. He said the owner is looking to remove the siding from the south
side to start and may remove all the siding to reveal the brick.
The Commission discussed the project noting that it is located on a secondary fagade,
that the overall structure is benefitting from the removal of the aluminum siding, and that
the window and details are now able to be seen. They asked if the owner was planning
to do the same treatment to the east fagade in the future. Mr. Timmerman noted that he
wasn't sure but would keep any wood windows for future use. The Commission
concurred and agreed that the windows should be kept for use on the east (primary)
fagade since they would not likely approve the same window treatment on that fagade.
DESIGN REVIEW: Motion by Pettitt, seconded by Gau, to approve the application with
the following condition:
1. To salvage any of the wood windows to be used for the primary fagade. Motion
carried by the following vote: Aye — Janice Esser, Tim Gau, Christina Monk, Heidi
Pettitt and Rick Stuter; Nay — none.

The Commission discussed whether the case should be heard without the applicants.
Staff member Wernimont stated that it is up to the Commission on whether they
proceed with the applicants in absentia or not. After some deliberation, the commission
decided to table the request.
DESIGN REVIEW: Motion to table by Monk, seconded by Gau, to table the application
to a future meeting. Motion carried by the following vote: Aye — Janice Esser, Tim Gau,
Christina Monk, Heidi Pettitt and Rick Stuter; Nay — none.

Sustainability Conference — Planning Services Director Wally Wernimont notified the
Commission of the upcoming sustainability conference and asked if anyone from the
Commission is interested in attending. Commissioner Monk noted that she is interested
and had the date saved. Commissioners Esser and Pettitt noted they will not be
available and therefore would not attend.
Ken Kringle Awards — Wernimont noted that the Ken Kringle Awards are coming up
and asked the commission if any projects came to mind for consideration of an award.
They discussed the list provided by staff and added 3056 White Street as a potential
project as well. They also discussed the Award for Heritage Excellence or Lifetime
Achievement to Duane Haggerty. They then deliberated on whether they would prefer to
create a new award in memory of Duane Hagerty. Commissioner Monk noted that 563
Design has an award named "Community Impact Award" and HPC would want to
differentiate from that. A conclusion was not stated.
Resiliency Commission — Wernimont noted that the Resiliency Commission has an
opening which requires a member of other Boards and Commissioners to fill. As a
member of the HPC, the commissioners could join the Resiliency commission and
would need to work through the city clerk's office if they were interested in making an
application.
ADJOURNMENT: Motion by Monk, seconded by Gau to adjourn the January 16, 2025
Historic Preservation Commission meeting. Motion carried by the following vote: Aye —
Janice Esser, Tim Gau, Christina Monk, Heidi Pettitt and Rick Stuter; Nay — none.
