Proof of Publication for City Council Proceedings of 2.3.25 Page 22 of 629 PARK AND RECREATION COMMISSION MEETING Tuesday, January, 14, 2025 Bunker Hill Golf Course 2200 Bunker Hill Road, Dubuque, Iowa 52001 PRESENT: Jennifer Tigges, Robin Kennicker, Ron Axtell, Jessica Ochoa, Josh Jorgenson and Lori 011endick ABSENT: Jason Henkel STAFF PRESENT: Steve Fehsal, Dan Kroger and Angie Metcalf CALL TO ORDER: Jennifer called meeting to order at 4:33. MINUTES APPROVED; VOTE: It was moved by Kennicker seconded by Ochoa, to approve the minutes of the December 10, 2024, meeting. Unanimous. PUBLIC INPUT: None DISCUSSION ON NAMING OF THE PARK IN RUSTIC POINT SUBDIVISION: Park Division Manager, Steve Fehsal, presented the Park and Recreation Naming Policy and timeline for naming of the park in Rustic Point Subdivision. SHARING OF PETS IN PARKS INFORMATION IN PREPARATION FOR FUTURE MEETINGS: Park Division Manager, Fehsal, provided an overview of Pets and Parks discussion that was held by Mayor and City Council at the 9/3/2024 council meeting. Commission members advised they will review the current City ordinance. At the February meeting, they will decide to look at possible changes to the entire ordinance or just certain parks. FY 2026 OPERATING BUDGET REVIEW: Recreation Division Manager, Dan Kroger, gave a review of the Recreation FY 2026 operating budget as well as the improvement packages that have been requested. Parks Division Manager, Fehsal, provided a review of the Parks FY 2026 operating budget as well as the improvement packages that have been request. PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE: Recreation Division Manager, Kroger, explained the initial kick off meetings with the selected consultants have been going well and to expect an update at every Page 41 of 629 commission meeting until the plan is complete. RETROACTIVE APPROVAL OF 2024 TREE CITY USA APPLICATION: Kennicker made a motion to recommend Council retroactively approve the 2024 Tree City USA Application. 011endick seconded. Unanimous. DIVISION MANAGER REPORTS: None COMMISSION COMMUNICATIONS/QUESTIONS: 011endick asked if Ducks unlimited is working with the DRA regarding the wetland project.
