Van Milligen, City Manager SUBJECT: Direct City Staff to Create a Plan for Urban Revitalization on Cedar Cross Road DATE: March 13, 2025 Housing & Community Development Director Alexis Steger is recommending City Council direct staff to create a plan for revitalization and creation of housing on Cedar Cross Road. Cedar Cross Road has parcels of land that are conducive to housing developments and the area could benefit from an Urban Revitalization District that could provide tax abatement for new construction of housing units. To create a plan for revitalization, the City Council must agree that the area is potentially a good fit for revitalization and direct staff to create a plan for review by the public and City Council at a later date. Steger, Housing and Community Development Director DATE: March 13, 2025 RE: Direct City Staff to Create a Plan for Urban Revitalization on Cedar Cross Road Background In October 2022, the City Council approved housing incentives, such as the designation of Urban Revitalization Districts, to increase the number of housing units in the city. The city is projected to have a housing shortage of over 1,100 units unless the rate of new housing developments significantly increases. The incentives approved by the City Council aim to increase the number of available housing units to decrease this shortage. Discussion Cedar Cross Road has parcels of land that are conducive to housing developments and the area could benefit from an Urban Revitalization District that could provide tax abatement for new construction of housing units. To create a plan for revitalization, the City Council must agree that the area is potentially a good fit for revitalization and direct staff to create a plan for review by the public and City Council at a later date. Breitfelder, City Clerk, 50 W. 13t" St., Dubuque, IA 52001, (563) 589-4100 RESOLUTION NO. 95-25 APPROVING A DEVELOPMENT OF A PLAN FOR A NEW URBAN REVITALIZATION DISTRICT ON CEDAR CROSS ROAD Whereas, the City Council approves the development of a plan for a new Urban Revitalization District that would expand the existing districts. The Urban Revitalization Program offers a property tax exemption for interior and exterior improvements that increase the tax assessment, and in turn the property taxes, for residential property and commercial property. Residential properties may receive a ten-year exemption from the property tax increase due to the improvements to encourage development in the area. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. Direct City staff to develop a plan for a new urban revitalization district for City Council review and consideration. Passed, approved and adopted this 17th day of March, 2025. rad M.
