The application, staff report and related materials are attached for your review. Discussion Joey Callahan, Callahan Construction, 7629 Commerce Park, spoke on behalf of the application. He described the proposal to split the subject lot into three parcels to support the phased construction of six 30-unit buildings. Staff detailed the staff report, noting that the submitted Final Plat divides the subject property into three lots in order to develop the apartment complex in three phases, each with two of the 30-unit buildings. He explained that Lots 2 and 3 have access easements since they do not have street frontage, and the Commission will need to waive the street frontage requirement. There were no public comments. The Zoning Advisory Commission discussed the request and found it appropriate. Recommendation By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council approve the request subject to waiving lot frontage for Lot 2 and Lot 3. A simple majority vote is needed for the City Council to approve the request. The property is being subdivided for a multi -family residential development. The development is proposed to have six three-story buildings of 30 units each for a total of 180 units, along with amenities including a club house, dog park, and pickle ball courts. Pursuant to the Unified Development Code (UDC), the proposed subdivision is classified as a Minor Subdivision'. All Minor Subdivisions require review by the Zoning Advisory Commission. DISCUSSION The Final Plat of Cedar Ridge Commercial Park proposes to subdivide the original lot into three new lots, each containing two residential buildings, parking, and driveways. The development of the six buildings is planned to proceed in three phases. By subdividing the property into three lots/phases, the applicant will be able to utilize financial incentives from the City of Dubuque for each separate phase of project. The following is a description of the proposed subdivision lots and project phases: ■ Lot 1 would contain Buildings 1 and 2 and a detention basin. These would be developed in Phase 1. Area: 5.85 acres, shown in blue below. ■ Lot 2 would contain Buildings 3 and 4. These would be developed in Phase 2.
