Proclamation Copyrighted April 7, 2025 Page 14 of 386 THE 17 N v oUB E Alasterpiece on the Mississippi WHEREAS, the week of April 7, 2025, is the 30t" anniversary of National Public Health Week, and the theme is "It Starts Here" highlighting the importance of public health; and WHEREAS, the city has experienced many positive benefits of public health programs and initiatives, including: (1) deaths due to HIV/AIDS, have dropped with treatments and prevention; (2) smoking rates have now fallen from 26% to 16% in Dubuque County due to smoke -free policies; (3) childhood mortality has dropped due to vaccines, better healthcare access and nutrition; (4) mental health awareness and treatment rates have progressed with awareness, parity laws and expanded access to mental health services; (5) lead poisoning has now fallen to less than 0.5% due to policies and funding to reduce lead in paint, pipes, and water systems; (6) health impacts of climate change such as rising heat -related deaths are now being mitigated by actions like public health campaigns, and cooling and warming centers; and WHEREAS, racial and ethnic minority populations continue to experience health disparities in the burden of illness and death; and a person's health status can differ drastically by ZIP code due to social determinants of health; and WHEREAS, public health professionals help communities prevent, prepare for, withstand and recover from the impact of a full range of health threats, ranging from infectious disease outbreaks to natural disaster preparedness; and pandemics. NOW THEREFORE, I, BRAD M. CAVANAGH, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF THE CITY COUNCIL, STAFF, AND RESIDENTS OF DUBUQUE, DO HEREBY PROCLAIM THE WEEK OF APRIL 7-13, 2025, AS "NATIONAL PUBLIC HEALTH WEEK" IN THE CITY OF DUBUQUE, IOWA, AND CALL UPON THE PEOPLE OF DUBUQUE TO OBSERVE THIS WEEK BY HELPING OUR FAMILIES, FRIENDS, NEIGHBORS, CO-WORKERS AND LEADERS TO RECOGNIZE THE CONTRIBUTION OF PUBLIC HEALTH IN IMPROVING THE HEALTH OF THE PEOPLE OF OUR CITY AND ACHIEVING HEALTH FOR ALL, AS THE THEME STATES, "IT STARTS HERE."
