Van Milligen, City Manager SUBJECT: Switch Development at JFK, LLC Property Right of Way Plat and Dedication - JFK Rd. and West 32nd St. Intersection Improvements Project DATE: April 1, 2025 City Engineer Gus Psihoyos is recommending City Council adopt a resolution approving the Acquisition Plat of Lot 1A of Switch Development @ JFK No. 13, in the City of Dubuque, Iowa, which provides additional right of way needed for improvements at the intersection. In accordance with the Development Agreement between the City of Dubuque and property owner Switch Development at JFK, LLC, the additional right of way at the intersection needs to be platted. The platting of this additional area has been coordinated with Switch Development at JFK, LLC and they have signed and consented to the plat. The City of Dubuque Engineering Department has prepared an acquisition plat to provide the right of way area. The area being platted will be dedicated to the public for street and utility purposes. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: March 31, 2025 Dubuque All -America City 2007-2012.2013 2017*2019 SUBJECT: Switch Development at JFK, LLC Property Right of Way Plat and Dedication - JFK Rd. and West 32n6 St. Intersection Improvements Project INTRODUCTION This memo provides information regarding the platting and acceptance of additional right of way at the intersection of JFK Rd. and West 32nd St. This is pursuant to Resolution 36-23 approving a Development Agreement between the City of Dubuque and Switch Development at JFK, LLC for off -site intersection improvements at JFK Rd. and West 32nd St. related to the proposed office and commercial development on the south side of said intersection. BACKGROUND Pursuant to Resolution No. 36-23, the City of Dubuque and property owner Switch Development at JFK, LLC entered into an agreement on this project. As part of that agreement, Switch Development at JFK, LLC. agreed to dedicate to the City the additional right of way needed to accommodate intersection improvements at the intersection of JFK Rd. and West 32nd St. The recently constructed intersection improvements include turning lanes, mast arms and signal heads, and associated curb ramp improvements. DISCUSSION In accordance with the agreement, the additional right of way of at the intersection needs to be platted. The platting of this additional area has been coordinated with Switch Development at JFK, LLC and they have signed and consented to the plat. The City of Dubuque Engineering Department has prepared an acquisition plat to provide the right of way area. The area being platted will be dedicated to the public for street and utility purposes. RECOMMENDATION I recommend that the City Council approve the Acquisition Plat of Lot 1A of Switch Development @ JFK No. 13, in the City of Dubuque, Iowa, which provides additional right of way needed for improvements at the intersection by the adoption of the attached resolution.
