PARK AND RECREATION COMMISSION MEETING
Tuesday, February, 11, 2025

PRESENT: Jennifer Tigges, Robin Kennicker, Ron Axtell, Jessica Ochoa,
Lori 011endick, Jason Henkel, and Josh Jorgenson
ABSENT: None
STAFF PRESENT: Steve Fehsal, Dan Kroger, Angie Metcalf
CALL TO ORDER: Tigges called meeting to order at 4:30PM.
MINUTES APPROVED; VOTE:
It was moved by Kennicker, seconded by Axtel, to approve the minutes of
the January 14, 2025, meeting. Unanimous.
PUBLIC INPUT:
Art Gilloon 535 Heritage Drive, Dubuque, IA 52002 thanked the commission
members for their service and said he was looking forward to the discussion of
items on the agenda.
Request from the Order of the Arrow to waive EPP entrance fee on
Mother's Day for those attending pancake breakfast:
Jacob Blanchard and Austin Hummel from the Order or the Arrow provided
a short presentation on the history of the Order of the Arrow and the past
partnership with the Parks and Recreation Department. It was moved by
Kennicker, second by Henkel, to approve the request from the Order of the
Arow to waive the Eagle Point Park entrance fee on Mother's Day for those
attending the pancake breakfast. Unanimous.
Parks and Recreation Comprehensive Master Plan Update:
Park Division Manager Steve Fehsal and Recreation Division Manager Dan
Kroger advised the consulting firm, Kimley-Horn is working closely with the
Parks and Recreation leadership team to kick things off and determine
public engagement.
Pets in Parks Ordinance Discussion and setting a date for public
engagement:
The commission members discussed the ordinance and their desire for
community engagement on the ordinance. The commission reviewed the
options to focus solely on the 2 parks (Eagle Point Park and Murphy), the
whole ordinance and/or section 10-513-4 of the ordinance specific to dogs
and cats. Jennifer Tigges then suggested to the group that the focus should

be on the section 10-5I3-4 which covers the parks/spaces where dogs and
cats are currently permitted and prohibited. The group all agreed to move
forward with the review of section 10-513-4 and solicit feedback from the
community. Tigges suggested to send a press release for public input for.
Park Division Manager Steve Fehsal and Recreation Division Manager Dan
Kroger confirmed that they would work with the City's Communications
Office to solicit Public Engagement.

COMMISSION COMMUNICATIONS/QUESTIONS:
Lori 011endick asked how the hiring for temporary positions is going. Kroger
explained that the department is getting a lot of applicants and the City's
Communications department has done a great job getting job postings out and
marketed to the community.
