MEMBERS PRESENT: Dean Boles, Lalith Jayawickrama, Robin Kennicker, Nolan Bielinski, Rachel Boeke,
and Jake Kohlhaas
MEMBERS ABSENT: Dave McDermott (excused), Sandra Evans

Kohlhaas called the meeting to order at 5:OOpm

MINUTES APPROVAL:
Boles motioned to approve the November minutes. Kennicker seconded. Motion carried.
PUBLIC COMMENT: NA
New Business: NA
Old Business:
I. GHG inventory— prioritization of an update
a. Start by reading the letter that Boles drafted to suggest a prioritization of an update
b. The report that the city has is compliant with protocol; but the document itself does not
have the raw data publicly available
c. Some of the reports have varying numbers, and Boles could not find the raw data to
determine what when wrong/what is wrong?
d. There is a typo, the emissions from gasoline vehicles should say "increasing emissions"
not "decreasing emissions"
e. Boles would like to see more of this data as publicly available
f. At the very least, all the reports should be retitled as "Public summary" not "report"
g. We should make a motion to decide what to do, but maybe we should wait for input from
Gina
h. Boles would make the motion to submit the letter as written, but is open to feedback from
the commission
i. = asks what kind of outcome that Dean expects from this?
j. Questions from Kohlhaas: "Should we do this as a commission and make a subcommittee
to do this?" and "What's the value of recommending this to be done?"

Motion to submit a revised version of the letter that Boles wrote to council pending a
conversation between Jake and Gina to soften the letter to emphasize the need for the
change of language as well as access to the data for transparency.

II. Workplan revisited/themes/focus areas
a) Commission reviewed the subcommittee descriptions
b) Do we need to reduce the scope of these committees to be moremanageable?
a) Subcommittee can discuss the scope and adopt it to make it fit their needs
c) Jake and Rachel would be interested in joining the GHG committee, but do not feel confident
in leading it
Commissioner Reports: How Did I Show Up?
d) Dean as his going away sharingwanted to share the GHG trends going on in the USA. There is a
downward trend of GHG, nationally. It is getting greener and greener to produce electricity, but
there is not much of a downward trend for other sectors considered when thinking about GHG
emissions. Everyone's GHG emissions are going down because of the greening of the grid. It's
important to keep in mind the scale of federal funding that has been put towards the
reductions we are seeing
e) Robin: Parks and Rec commission were discussing the renaming of the parks issue. They
decided to send out a survey to gather public opinion on what/if the park should be renamed.
f) Rachel mentioned last time that they are opening a repair shop, Rachel is looking for
volunteers to help with the repairing duties
g) Nolan: The drift fence at the park that he mentioned last meeting is gone!
h) Jake: The Dubuque colleges sustainability coalition is putting on a Sustainability festival
NEXT MEETING DATE: The next commission meeting will occur on March 6, 2025, at 5pm at the Jule
Operations and Training Center (JOTC) in the Circle Conference Room, 949 Kerper Blvd.
