Community Development Advisory Commission Minutes 3.26.25 Page 48 of 1152 CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION The Dubuque City Council met in special session at 6:30 p.m. on April 3, 2025, in the second -floor Council Chambers of the Historic Federal Building, 350 W. 6th Street. Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen (attended virtually). Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of conducting such business that may properly come before the City Council. CONSENT ITEMS Motion by Resnick to receive and file the documents, adopt the resolutions, and dispose of as indicated. Seconded by Farber. Motion carried 7-0. 1. Catfish Creek Sewershed Interceptor Sewer Improvements - Middle Fork Project; State Revolving Fund Planning & Design Loan: Upon motion the documents were received, filed, and approved. 2. Catfish Creek Sewershed Interceptor Sewer Improvements - South Fork Project; State Revolving Fund Planning & Design Loan: Upon motion the documents were received, filed, and approved. 3. Track Line Sanitary Sewer Reconstruction Project - State Revolving Fund Planning & Design Loan: Upon motion the documents were received, filed, and approved. PUBLIC HEARINGS City staff presented Fiscal Year 2026 departmental budgets and responded to City Council questions following each presentation. Presentations were given by representatives from the following departments: 1. Health Services Fiscal Year 2026 Budget Presentation: Public Health Director Mary Rose Corrigan. 2. Library Fiscal Year 2026 Budget Presentation: Library Director Nick Rossman. 3. Housing and Community Development Fiscal Year 2026 Budget Presentation: Assistant Housing and Community Development Director Mike Belmont, Deputy Code Official Ben Pothoff, Assisted Housing Supervisor Gina Hodgson, Community Development Specialist Mary Bridget Corken Deutsch, and Urban Development & Housing Rehabilitation Project Manager Maddy Haverland. 4. Office of Shared Prosperity Fiscal Year 2026 Budget Presentation: Office of Shared Prosperity and Neighborhood Support Director Anderson Sainci, Data Analyst Braden Daniels, and Community Engagement Coordinator Temwa Phiri. 5. Office of Equity and Human Rights Fiscal Year 2026 Budget Presentation: Chief of Equity and Human Rights Dr. Gisella Aitken-Shadle.
