PAPE 2 Commission Number 199659 J My Commission Expires Iowa 12/11/2025 Page 65 of 1152 Ad text CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION The Dubuque City Council met in special session at 6:30 p.m. on March 25, 2025, in the second -floor Council Chambers of the Historic Federal Building, 350 W. 6th Street. Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick (attended virtually), Roussell, Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell. Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of holding the public hearing for the Fiscal Year 2026 proposed property tax rate and Budget and Fiscal Policy Guidelines. PUBLIC HEARINGS 1. "Public Hearing for the Fiscal Year 2026 amount of proposed property tax rate and dollars and the Fiscal Year 2026 Budget and Fiscal Policy Guidelines: Motion by Jones to receive and file the documents and approve the Fiscal Year 2026 proposed property tax rate and dollars and the Fiscal Year 2026 Budget and Fiscal Policy Guidelines. Seconded by Farber. Clark Schloz, 2925 Burlington St., spoke about his previous engagement with city staff regarding the proposed rate increase and expressed his support, considering it reasonable. City Clerk Breitfelder stated that written input was submitted by David Soat, 2105 Embassy West Dr., and Latisha McKnight, 2060 Washington St. In response to a question about budget hearing guidelines for handling City Council budget requests for further consideration, Brumwell stated she would provide a memo to the City Council this week. Council Members highlighted the City's unique budget process and commended its transparency. They also encouraged residents to share specific recommendations on changes to city spending and programs. Additionally, Council Members requested that Van Milligen share the presentation he delivered tonight. In response to a question, Van Milligen explained that state law does not permit the City to set specific tax rates for the four property classesresidential, commercial, industrial, and agriculturalsince the formula used is beyond the Citys control.
