Proof_4.2.25 Page 43 of 326 CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION The Dubuque City Council met in special session at 6:30 p.m. on April 22, 2025, in the second -floor Council Chambers of the Historic Federal Building, 350 W. 6th Street. Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen (attended virtually). Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of receiving presentations on certain Fiscal Year 2026 Department Budgets. PUBLIC HEARINGS City staff presented Fiscal Year 2026 departmental budgets and responded to City Council questions following each presentation. Presentations were given by representatives from the following departments: 1. Information Technology Fiscal Year 2026 Budget Presentation: Special Projects Manager Chris Kohlmann and Interim Chief Information Officer Joe Pregler. 2. Water Fiscal Year 2026 Budget Presentation: Water Department Director Chris Lester. Clark Schloz, 2925 Burlington St., provided input on the cost of infrastructure projects and referencing the current rate of inflation as a factor for cost increases. 3. Water & Resource Recovery Center Fiscal Year 2026 Budget Presentation: Water & Resource Recovery Center Director Deron Muehring. 4. Public Works Fiscal Year 2026 Budget Presentation: Public Works Director Arielle Swift. Clark Schloz, 2925 Burlington St., provided input on the previous fiscal year's use of road use tax funds for safety apparel.
