Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above -cited request.
The application, staff report and related materials are attached for your review.
Discussion
Bob Schiesl, Assistant City Engineer, spoke on behalf of the application and explained
that an adjacent neighbor approached the City about buying some of the subject land. He
said the City determined it did not need to keep the parcel and decided to split the parcel
into four smaller parcels and offer to sell them to each of the adjacent neighbors. He said
two of the property owners accepted the offer to purchase the land and two declined.
Staff detailed the staff report, noting the submitted Plat of Survey of Cedar Ridge Farm
Place No. 21 would create four parcels. Staff explained that since none of the lots would
have frontage along a public or private street, that this requirement would need to be
waived. Staff also noted that the lots are labeled as unbuildable on the proposed plat and
that if the lots were to be consolidated with adjacent property that has street frontage,
then the unbuildable label would be lifted at that time.
There were no questions or concerns from the Commission.
Recommendation
By a vote of 4 to 0, the Zoning Advisory Commission recommends that the City Council
approve the Final Plat of Cedar Ridge Farm Place No. 21 subject to waiving the street
frontage requirements for Lot 1, Lot 2, Lot 3, and Lot 4.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Final Plat of Cedar Ridge Farm Place No. 21 (North of Cedar Crest Court)
INTRODUCTION
The Cedar Ridge Farm Place No. 21 subdivision is located north and east of Cedar Crest
Court. The property is being subdivided to allow for the construction of a new single-family
detached dwelling and then to divest remaining city property.
Pursuant to the Unified Development Code (UDC), the proposed subdivision is classified
as a Minor Subdivision'. All Minor Subdivisions require review by the Zoning Advisory
Commission. This subdivision also requires a waiver of street frontage for all lots.
DISCUSSION
The Final Plat of Cedar Ridge Farm Place No. 21 proposes to subdivide a single lot into
four new lots, all of which will be labelled unbuildable and none of which will have frontage
along a public or private street. The subject property is currently owned by the City of
Dubuque. The City is proposing to subdivide in order to sell each new lot to adjacent
property owners in the future. The following is a description of the proposed lots:
• Lot 1 would be 1.584 acres and labeled unbuildable, shown in red below.
• Lot 2 would be 1.127 acres and labeled unbuildable, shown in blue below.
• Lot 3 would be 1.602 acres and labeled unbuildable, shown in green below.
• Lot 4 Lot 2 would be 1.602 acres and labeled unbuildable, shown in yellow
below.
All of the lots are labeled unbuildable. They will remain unbuildable until such a time as
they are consolidated to an adjacent property that contains street frontage and would
allow for access to the lot. None of the lots have frontage on a street and therefore require
a waiver of that requirement. The proposed lots are otherwise in substantial conformance
with the UDC.

UDC Chapter 16-11-6 defines a Minor Subdivision as "Any subdivision or consolidation of property in
which no new streets, public or private, are proposed and which does not require the construction of any
public improvements, and which creates three (3) or more lots."

RECOMMENDATION

RESOLUTION NO. 159 - 25
A RESOLUTION APPROVING THE FINAL PLAT CEDAR RIDGE FARM
NO. 21, IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat Cedar Ridge Farm
No. 21 in the City of Dubuque, Iowa; and
Whereas, said Final Plat has been examined by the Zoning Advisory Commission
and its approval has been endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that
it conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 11-14(B) of Title 16 of the City of Dubuque Code of
Ordinances, Unified Development Code, is waived regarding required lot frontage for Lot
1, Lot 2, Lot 3, and Lot 4 of Cedar Ridge Farm No. 21.
Section 2. That the Final Plat Cedar Ridge Farm No. 21, in the City of Dubuque,
Iowa is hereby approved, and the Mayor and City Clerk are hereby authorized and
directed to endorse the approval of the City of Dubuque, Iowa upon said Final Plat.
