Director of Transportation Services Ryan Knuckey and Project Manager Jim Bousley
are recommending City Council reject the single bid proposal received for the 2025
Repair and Maintenance of the Iowa Street Parking Garage due to a lack of competitive
bids and insufficient funding to proceed with the construction improvements as
proposed.
It is also recommend that staff review the scope of the project; further evaluate the
estimate of probable cost based on current construction cost market conditions; identify
potential value engineering components so that the improvements can be modified or
adjusted to meet the current available funding; evaluate the construction schedule to
potentially allow contractors more time to complete the ramp repair work; and prepare to
re -bid the project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the rejection of the single competitive bid proposal
received for the 2025 Repair and Maintenance of the Iowa Street Parking Garage due
to a lack of competitive bids and insufficient funding to proceed with the construction
improvements as proposed.
BACKGROUND
In 2022 the City issued a Request for Proposals for a Parking Ramp Maintenance
Needs Assessment. In November of 2022 the City Council approved the awarding of
the contract to Desman, Inc. of Chicago, Illinois.
The Iowa Street Ramp condition assessment report completed by Desman indicated
several areas in the Iowa Street parking ramp that need repairs and maintenance work.
A professional services contract was signed with Desman to provide design and
construction administration services for structural repairs.
The 2025 Repair and Maintenance of the Iowa Street Parking Garage would provide for
slab -on -grade asphalt and concrete repairs, full depth pan joist slab repairs, partial
depth concrete repairs on garage ramps, concrete curb island removal and
replacement, form and pour joist repairs, form and pour beam repairs, column repairs,
waterproofing repair and enhancements, new waterproofing membrane, stair tower
repairs, installation of new supplemental floor drains on roof level, electrical upgrades
including circuit conduit and feeders, lighting fixtures, plumbing upgrades including
waste drains, piping, hose bibs, replacement of elevator pit pump and other
miscellaneous work.

BID RESULTS
Competitive sealed bids were received on the 2025 Repair and Maintenance of the
Iowa Street Parking Garage on May 12, 2025. One (1) bid proposal was received, with
a base bid of $5,606,000, which is 39.8% above the estimate of probable cost. The
single bid received is significantly over the current funding available to complete the
construction improvements as proposed.
RECOMMENDATION
I recommend that the City Council reject the single bid proposal received for the 2025
Repair and Maintenance of the Iowa Street Parking Garage due to a lack of competitive
bids and insufficient funding to proceed with the construction improvements as
proposed.
I also recommend that staff review the scope of the project; further evaluate the
estimate of probable cost based on current construction cost market conditions; identify

ACTION TO BE TAKEN

RESOLUTION NO. 173-25
REJECTING COMPETITIVE BID PROPOSAL RECEIVED FOR THE 2025 REPAIR
AND MAINTENANCE OF THE IOWA STREET PARKING GARAGE
WHEREAS, one (1) competitive sealed bid proposal was received for the 2025
Repair and Maintenance of the Iowa Street Parking Garage (the Project) pursuant to
Resolution No. 136-25 and Notice to Bidders published in the City of Dubuque, Iowa
website and a contractor plan room service with statewide circulation on the 25th day of
April, 2025; and
WHEREAS, the one (1) competitive sealed bid proposal was opened and read on
the 12th day of May 2025; and
WHEREAS, the City Council has deemed it advisable to reject the one (1)
competitive sealed bid proposal for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. The one (1) competitive sealed bid proposal for the 2025 Repair and
Maintenance of the Iowa Street Parking Garage is hereby rejected.
SECTION 2. The City Clerk is authorized and instructed to return the bid deposit
of the unsuccessful bidders for the 2025 Repair and Maintenance of the Iowa Street
Parking Garage.
