CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m.
on April 10, 2025, in the second -floor Council Chambers of the
Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones,
Resnick, Sprank, Wethal; City Manager Van Milligen (attended
virtually).
Absent: Council Member Roussell.
Mayor Cavanagh read the call and stated this is a special
session of the City Council called for the purpose of
conducting such business that may properly come before the
City Council.
ITEMS SET FOR PUBLIC HEARING
1. Set Public Hearing on Fiscal Year 2026 City Budget:
Motion by Jones to receive and file the documents and adopt
Resolution No. 121-25 Setting The Date For The Public Hearing
On The Fiscal Year 2026 Budget For The City Of Dubuque and
Resolution No. 122-25 Setting The Date For The Public Hearing
On The Five -Year Capital Improvement Program For Fiscal Years
2026 Through 2030 For The City Of Dubuque, setting a public
hearing for a meeting to commence at 6:30 p.m. on April 28,
2025 in the Historic Federal Building. Seconded by Resnick.
Motion carried 6-0.
PUBLIC HEARINGS
City staff presented Fiscal Year 2026 departmental budgets
and responded to City Council questions following each
presentation. Presentations were given by representatives from
the following departments:
1. Emergency Management Fiscal Year 2026 Budget
Presentation: Emergency Management Director Tom Berger.
2. Emergency Communications Fiscal Year 2026 Budget
Presentation: Emergency Communications Director Jessica
George-Rethwisch.
3. Police Fiscal Year 2026 Budget Presentation: Assistant
Police Chief Joe Messerich.
4. Fire Fiscal Year 2026 Budget Presentation: Fire Chief Amy
Scheller.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the
meeting adjourned at 9:01 p.m.
