The concept plan is reflective of the consensus the public input. The Parks and Recreation Commission reviewed the plan and unanimously recommended approval. The next step is the creation of plans and specifications based upon the adopted concept. It is intended that the plans and specifications will be brought to the Council in mid-August with construction to begin in the fall of 2025 and completion in the late spring/early summer of 2026. The funding for the construction of Rustic Point Park was approved in the FY26 CIP budget in the amount of$305,000. This subdivision is in a TIF and according to Chief Financial Officer Jenny Larson the city must "budget from general funds to reimburse from the Rustic TIF in order to certify the debt for the park." Ware, Parks and Recreation Director SUBJECT: Rustic Point Park Concept Plan Approval DATE: May 22, 2025 INTRODUCTION The purpose of this memo is to recommend approval of the Rustic Point Park concept plan. BACKGROUND Lot K in the Rustic Point subdivision was donated by the developer to be developed into a park. The lot is owned by the city of Dubuque currently. The development agreement between the city and Derby Grange LLC outlined that when fifty percent of the residential homes within the Development are completed the park will be constructed. $17,900 of ARPA funding was approved to engage WHKS for public engagement, topographic survey, and conceptual design services for the park. A similar planning process was used for the three mini parks (Eagle Valley, English Ridge, and Westbrook Parks) with the same consultant team. The City Council recently approved the naming of the park Rustic Point Park, which is located on Rustic Point Lane just off John F Kennedy Road. DISCUSSION WHKS along with the team of Ritland + Kuiper Landscape Architects, and Lovely City Consulting completed public engagement related to development of the park. Neighborhood residents and the broader community were invited to participate in the planning process online, by mail, and/or in-person with the in-person event held on Saturday, March 29, 2025. Postcards were sent directly to local residents, while the wider community was encouraged to engage through a press release and social media announcements. Most attendees at the in-person event were from the neighborhood and 85% walked to the event. 1 Page 159 of 2490 The overarching consensus from the survey and event was a desire for tree-shaded spaces and gathering areas for adults and a small play area for children. Rustic Point Neighborhood residents expressed a desire for their neighborhood park to serve as a quiet space that accommodates a variety of uses and provides safe accessible space for all residents. They envision a park filled with trees where they can add some steps to their daily walking route, drink coffee with a friend under shade trees, or watch birds while children run and play in a nature-based play space. The concept plan is reflective of the consensus the public input as described above. The Parks and Recreation Commission reviewed the plan and unanimously recommended approval. In the online survey, participants noted which street they live on to help understand whether responses were coming from the neighborhood or the broader community. The majority of the survey results were from community members, not neighborhood residents. Space Usage and Equipment Needs Residents were asked to imagine their ideal day at this new parl<. Would they have a picnic? Fly a I<ite? Toss a ball or frisbee? Climb on equipment? Play tag? Meet up with friends? Once they had a clear picture of their ideal day's activities, they were asked to select up to three images that depicted what type of space or equipment they needed to achieve their ideal day at the park.
