Mayor Cavanagh read the call and stated this is a special
session of the City Council called for the purpose of
conducting a wark sessio��on Iowa 7obs for Amei•icas Graduates
(iJAG) City Life Student Presentation.

Program Mana�er Casey Smith and iJAG Education Specialist
�anie Hassong, wE�o presEnted on this semesters Ciry Life
session for students. Students Shayla MurpE�y, Tanner Mueller,
and Jay Bermudez then presented on their experiences in the
program. In response to questions, Smith explained that the
program can accommodate 60 students in�rades 910 and another
60 in grades 1112. She stated tt�a# all filnding comes ti-om the
state, participating school districts, and empioyer partners.
Murphy noted Ehat iJAG fosters a welcoming environment, wl�ich
encourages students to enroll in the pragram in subsequent
years. City Council Members commended the program and
encouraged the stude�its to concinue sharin� input with them.

were received and fiied, and Resolution No. 148-25 At�thorizing
the Chief Pinancia] Officer/City Treasw'er to make certain
payments of bi9ls that must 6e paid and approved foi- payment
in accardance witl� City procedures was adopted.
4. Language Access Plan: City Manager recommended City
Cotmcil approval of the language access plan in the amaunt of
$3,600 for fiscal year 2426 to ensure all residents,
regardless of their language proficiency or abiliry, can
access vita[ city ser�ices and i�zfot•niation. Upon motion the
documents were received, filed, and approved.
5. Assi�nment oT Stormwatei• Facilities Fee Agreement for the
Northwest Aeterial Detention Basin for Lot 2 of Holliday
Foe�rth Addition to Dubuque Hote1 LLC: Upon nlation the
docunlents were received and tiled, and Resolution No. 149-?5

4. Community Development Block Grant (CDBG} Subrecipient
Agreement - ZTM Sober Living: Upon motion the documents were
received and filed, atld Resolt�tion No. 150-25 AL�thorizin�
Execution O1'CDBG Subrecipient Agreement With ZTM Sober Living
was adopted.
10. Schmitr Island Deve4opment Coiporation Fundraisin� and
Naming Request City Manager reco�imending City Council appi•ova]
of the fund��aising and naming recognition reyuest made by
Schmitt Island Development Corpo��ation for the installation of

l2. Praposed Fiber Licensing A�reement MVLink: City Manager
recommended City Council approval of a Fiber Licensing
Agreement between the City of Dubuque and Maquoketa Valley
Electric Coope��atives internet service provider, MVLink. Upon
motion the documents were received, tiled, and appeovecf.
13. Proposed Revised PE�oject 5tatement to Master Co-location
and Shared Servi�es A�reement Between the City of Dubuque and
Dubt�que County: City Manager reco�nmended City Council approval
of a Revised Project Statement fo�� the collaboration between
the City and Dubuque County on providing fiber connectivity ta
the Eniergency Operatians Center and County Data Center tsndee
the Master Calocation and Shared Services Agreement in place
between the City of Dubuque and Dubuque County. Upon motion
the documents were received, �led, and approved.
14. Approval of Retai] Tobacco, Tobacco Products,
Alternative Nicotine Products, Vapor Products, and Device
Permit Applications: Upon motion the documents were a�eceived
and riled, and Resolution No. 152-25 Approving Applications

Annual Plan was adopted setting a public I�earing far a �nee�tii�g
to commence at 6:3Q p.m. on July 7, 2025 in the Historic
Federal Building.
PUBLIC HEARINGS
1. 2025 Repair anci Preventacive Maintenance of the Iowa
Street Parkin� Garage Public Hearing: Motion by 7ones to
receive and file t3ie documents and adopt Resoiutson No. 155-25
Approva] Of Plans, Specifications, Form Of Contract, And
Escimated Cost For The 2025 Repair And Maintenance Of The Iowa
Street Parking Garage. Seconded by Sprank. In response to
questions, Director o�Transportation Seevices Ryan Knuckey
stated that the par�Cing garage was constructed between 1964
and 1968. He noted that while the goa] is �'or the �-epaies to
last 10 ta 15 yeai•s, the actual lifespan will ultim�tely
depend on usage. While installing a pitcl� was consider�d, it
was deemed too costly, and a new n�embrane will be installed
instead. Motion carried 7-0.
2. Resotution Approvin� a Development Agi•een-�ent with
FitzGerald Enterpt'iZes, L.L.C.: Motion by Sprank to receive
and file the dacuments a�id adopt Resolution No. 156-25
App��oving A Development A�reement By And Between The City Of
DL�buque, Iowa And Fitz�erald EnterpriZes, L.L.C., Including
The Proposed Issuance Of Urban Renewal Tax Increment Revenue
Obligations. Seconded ny Wetl�al. City Council Me�nbers voiced
support foE- tl�e peoject, as well as for the agreement's
[ang«age restricting short-term rentals. Motion carz�ied 7-Q.

1. Pri�ate Lead 5ervice Line Replacement Pilot Program -
P11ase 1 Award Construction Contract: Motion by Spra�fk ta
receive and flle the docun�ents and aciopt Resolution No. 157-25
Awarding contract for [he L�ad Service Line Replacement -
Phase 1 P�•oject. Seconded by Fas'ber. In response to questions,
Water Department Dis-ector Chris Lestee noted that, as the
first program of its kind in the state, the project estimate
was �hallen�in�to determine. He added that the contract
requires Phase�l to be completed by the end of ehis year.
Motion carried 7-0.
?. Proposed Ordinance Prohibiting the Feeding and Haz�assment
of Bears: Motion by 7ones to receive and fi6e the documents
and that [he a'equirement tltat a praposed ard�nance be
considet�ed and voted on for passage at two Council meetings
prior to the nieeting at which it is to be passed be suspended.
Seconded by Rottssell. Tn response ta questions, Rass Ellingson

af the Iowa Department of Natural Resoarces (IDNR} and $rian
Preston of Dubuque Gounty Conservat�on explained that beaE-s
are food-motivated, and once tl�ey becan�e accustomed to a
consistent food sour�e, it becomes i�lore di�ficult for them to
leave urban areas. Ellingson noted Ehat the current estimate
is four be�rs in northeastern Iowa, all believed to be male,
though that has not been confirmed. Bru�a�well clarifed that
the proposed ordinance specifies that negligenily making food
available could result in citations, ��vith the Ciry retaining
discretion in determinin� whether actions are considered
negligent. Brumwell empliasized that the ordinance is inteslded
to deter residents from interacting with or followi��g bears,
as such behavior can alter the anima[s nat�iral patterns.
Public Healtlz Director Mary Rose Corrigan advised residents to
repoa�t beaY• sighti�igs wrthin city ]imits to the Police
Department or the Health Services Department. Ellingson and
Preston conf rmed that sigl�tings outside ciry limits should be
repo��ted to the 3DNR or Dtibuque County Co�lservatio�i. City
Councii 1Vlenibers thant�ed stafi t�or madeiin,the ordinance from
other city codes and acknowledged that public behavior toward
bears in past years was inappropi•iate. Motion carried 7-0.
