DATE: June 11, 2025
Economic Development Director Jill Connors is recommending City Council approve the
attached Resolutions of Support for the Iowa State Historic Preservation Tax Credit Part
2B Applications being submitted by multiple developers for redevelopment of three
properties in downtown Dubuque at the following locations: 799 Main Street, 1706
Central Avenue, and 125 W 91" Street.
There is no impact on the City's budget in order to express support for the projects.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum presents for City Council review and approval Resolutions in support of
Iowa State Historic Preservation Tax Credit Part 2B Applications being submitted by
multiple developers for redevelopment of three properties in downtown Dubuque.
BACKGROUND
The Iowa State Historic Preservation Office awards tax credits and exemptions to
encourage the reuse of historic properties, while retaining historic character defining
features. The State Tax Credit, Federal Tax Credit, and County Tax Credit Exemption
programs contribute to the revitalization and preservation of historic properties across the
state. All three programs utilize the Secretary of the Interior's Standards for Rehabilitation
of Historic Buildings and the Guidelines for Rehabilitating Historic Buildings. City support
helps project applications score higher and increases the likelihood that a Part 2B
application will result in an award of Historic Preservation Tax Credits for a project.
DISCUSSION
Former Nesler Center - 799 Main Street
799 Main, LLC has begun to rehabilitate the structure to revitalize the first -floor commercial
space and create 36 new market -rate rental units in the upper stories. The project will utilize
historic tax credits with the remainder of the funding being a combination of private and
public financing. The City of Dubuque has entered into a Development Agreement to
support this project.

Rider Lacev Block -1706 Central Avenue
Rider Lacey Block, LLC has begun to rehabilitate the dilapidated structure to create 11 new
residential rental units. The project also includes a revitalized first floor commercial space.
The City of Dubuque has entered into a Development Agreement to assist this rehabilitation
project.
The Henry Stout Apartments
Gronen Development is undertaking a historic redevelopment project at 125 W 9th Street.
The building was purchased by Gronen when the fourth level wall on the east side was
failing. The rehabilitation includes addressing deteriorated masonry and replacing failing
windows among other internal rehabilitation efforts.
BUDGETIMPACT
There is no impact on the City's budget in order to express support for the project.
RECOMMENDATION
I respectfully request City Council approve the attached Resolutions of Support for the Iowa
State Historic Preservation Tax Credit Part 213 Applications for the above projects.

application that gives points for various aspects, including local government support of a project
in the jurisdiction of which a project is located; and
WHEREAS, 799 Main, LLC has requested City of Dubuque City Council support for its
Historic Preservation Tax Credit Part 2B application to the Iowa Economic Development Authority
("IEDA") for the rehabilitation of its historic building (the "Building") located at 799 Main Street,
Dubuque, Iowa (the "Project"); and
WHEREAS, the Building is a contributing building in the Downtown Neighborhood
Conservation District and is eligible for State Historic Preservation Tax Credits for the
rehabilitation of the Building; and
WHEREAS, the successful completion of the Project requires funding from a number of
sources, including the State of Iowa Historic Preservation Tax Credit; and
WHEREAS, City support will help the Project to score higher on its application and increase
the likelihood that the Part 2B application results in an award of Historic Preservation Tax Credits
for the Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The City Council of the City of Dubuque does hereby express its support for
the Project and for 799 Main, LLC to submit its Historic Preservation Part 2B application to the
IEDA seeking an award of Historic Preservation Tax Credits for the Project.
Section 2. The City's Office of Economic Development is directed to transmit a copy of
this resolution to 799 Main, LLC.
Passed, approved, and adopted this 16th day of June, 2025.
