Van Milligen, City Manager SUBJECT: Rebid 2025 Repair and Maintenance of the Iowa Street Parking Garage Initiate Public Bidding Process and Setting Date for a Public Hearing Project No. 4683000002 DATE: June 11, 2025 Director of Transportation Services Ryan Knuckey and Project Manager Jim Bousley are recommending City Council authorize the public bidding process and set a public hearing for July 7, 2025, and to approve the preliminary plans, specifications, form of contract and estimated cost of $4,450,000 for the 2025 Repair and Maintenance of the Iowa Street Parking Garage through the adoption of the attached resolution. In May 2025, the City issued bids and only received one (1) bid proposal for the 2025 Repair and Maintenance of the Iowa Street Parking Garage. The single bid received was significantly over the current funding available to complete the construction improvements as proposed. As a result, the City Council rejected the single bid due to a lack of competitive bids and insufficient funding. Following the bid rejection, City staff and the consultant team collaborated and reviewed the scope of work for the project and the base bid and alternates bid items to determine a path forward that would address the main repair priorities of the needed improvements to meet the current available funding. The team also discussed and extended the construction schedule completion date to allow contractors more time to complete the ramp repair work. The rebid 2025 Repair and Maintenance of the Iowa Street Parking Garage will provide for slab -on -grade asphalt and concrete repairs, full depth pan joist slab repairs, partial depth concrete repairs on garage ramps, concrete curb island removal and replacement, form and pour joist repairs, form and pour beam repairs, column repairs, waterproofing repair and enhancements, new waterproofing membrane, stair tower repairs, installation of new supplemental floor drains on roof level, electrical upgrades including circuit conduit and feeders, lighting fixtures, plumbing upgrades including waste drains, piping, hose bibs, replacement of elevator pit pump and other miscellaneous work. BACKGROUND In 2022 the City issued a Request for Proposals for a Parking Ramp Maintenance Needs Assessment. In November of 2022 the City Council approved awarding of the contract to Desman, Inc. of Chicago, Illinois. The Iowa Street Ramp condition assessment report completed by Desman indicated several areas in the Iowa Street parking ramp that need repairs and maintenance work. A professional services contract was signed with Desman to provide design and construction administration services for structural repairs. The bid documents will include alternates bid items that are lower priority which staff believe is in the City's best interest to receive bids and pricing that will be evaluated for potential consideration if sufficient funds are available. that can be evaluated for potential consideration Based on the bids received, if the City elects not to select any alternatives the base bid will be used as the basis for the recommended award for this project.
