Mayor King read a proclamation and presented placques, an "Award of Ex- cenence" to Captain Pat Egan and an "Award of Merit" to Detective Gerald Hirsch, commending them on their selfless devotion culminating in the Dodgeviile conviction in the matter of the Jodi Bausman homicide. Council Member Farrell moved to suspend the rules to let any present address the Council if they so desire. Seconded by Council Member Pratt. Nesler IV (the "Borrower") for Bor- rower to commence with the acquisi- tion, renovation, improving and equip- ping of an office and retail building (the "Project") to be located in and consistent with the Urban Renewal Plan for an area of the City which has been designated as an urban renewal area, which Project will be owned and operated by Borrower and leased to tenants of the Project; and WHEREAS, said Project will result in development within an area of the City designated as an urban renewal area and will provide and induce other public benefits which will add to the welfare and prosperity of the City and its inhabitants; and WHEREAS, it is anticipated that tenants of the Borrower in the Project will employ a substantial number of residents of the City and the surroun- ding area with the resulting benefits therefrom including alleviation of unemployment, increased employ- merit, an increase in payrolls and other public benefits which will add to the welfare and prosperity of the City and its inhabitants; and WHEREAS, notice of intention to issue Industrial Development Revenue Bonds (Nesler Center Pro- jec~) Series 1981, in an amount not to exceed $1,000,000, has, as directed by the Council of the City, been duly given in compliance with the Act; and WHEREAS, a public hearing has been held on the proposal to issue such Bonds at the time and place as specified in said notice and all objec- tions or other comments relating to the issuance of such Bonds have been heard.
