Government Body: CITY OF DUBUQUE CIVIL SERVICE COMMISSION

Present: Commissioners Carla Heathcote (virtual), Dan White (virtual), Scott Crabill
Also present: Bureau Chief Josh Knepper, Police Captain Scott Baxter, Chief of Police Jeremy
Jensen, Captain Larry Ewert
Commissioner White called the meeting to order at 4:19 p.m.
Approval of minutes from the February 12 and March 3, 2025 meetings. Motion by White to approve
the minutes as submitted. Seconded by Heathcote. Motion carried. 3-0.
2. Fire and Police Department Reports. Bureau Chief Josh Knepper provided information on new
hires/staffing numbers and recent promotional testing. Captain Scott Baxter spoke on police
officer testing.
3. Certify the list for the position of Police Officer. Motion by Heathcote to certify the list for the
position of Police Officer. Seconded by White. Motion carried 3-0
4. Certify the list for the positions of Fire Equipment Operator, Fire Lieutenant, Fire Captain, EMS
Supervisor, Assistant Fire Marshal, Division/Bureau Chief positions. Motion by White to certify the
list for the positions of Fire Equipment Operator, Fire Lieutenant, Fire Captain, EMS Supervisor,
Assistant Fire Marshal, Division/Bureau Chief positions. Seconded by Heathcote. Motion carried
3-0.
** Commissioner Heathcote inquired about Senate file 2325. Chief of Police Jeremy Jensen
explained that this is referencing citizen review boards, not the civil service commission as an
appointed position.
5. Adjournment. Motion by White to adjourn at 4:34 p.m. Seconded by Heathcote. Motion
carried 3-0.
