Residential Parking in Municipal Lot #1
As previously agreed to by the City Council, Acting Economic Development Director
Para Myhre is recommending the establishment of a residential parking district in
Municipal Lot #1 with up to 27 tenants from the remodeled Iowa Inn project receiving
parking permits. These permits would allow tenants to park at a meter in Municipal Lot
#1 without plugging the meter, similar to residential parking in the remainder of the
meter district. The developer of the project, MetroPlains, is remodeling the Iowa Inn
with 33 one and two bedroom-housing units with six parking spaces located on site.
This leaves a deficit of 27 parking spaces.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Residential Parking in Municipal Lot #1
Introduction
The purpose of this memorandum is to provide you information pertaining to the
establishment of residential parking in municipal lot #1 and to request City
Council approval.
BackRround
In May, 2000, the City of Dubuque gave preliminary approval to MetroPlains
Development for the development of the former Iowa Inn site as a one- and two-
bedroom affordable senior housing project. In their proposal to City Council,
MetroPlains identified the development of thirty-one (31) one- and two-bedroom
units. As part of the project, MetroPlains requested that the City make available
up to a total of thirty-one (31) leased parking spaces for the development. The
City Council gave preliminary approval to this request in July, 2000 and directed
City staff to work in conjunction with MetroPlains to identify the location of these
spaces.
Discussion
For the past several months, Cindy Steinhauser has been working with Jean
Eide of MetroPlains Development and the architects hired to provide design
services for the renovation of the Iowa Inn site into housing units. The final
design calls for 33 one- and two-bedroom housing units with six (6) parking
spaces located on the site. This leaves a deficit of twenty-seven (27) parking
spaces. The City of Dubuque would be able to meet this need through the
establishment of a residential parking district located in municipal lot #1 on 9th &
Iowa Streets. By establishing a residential parking district, the City could issue
up to 27 parking permits for use by residents of this development. These permits
would allow tenants to park at a meter in municipal lot #1 without plugging a
meter, similar to residential parking in the remainder of the meter district.
Municipal lot #1 has a total of 129 parking spaces. Thirty of the spaces are
reserved parking and 99 are metered spaces. On average, 45 of the metered
spaces are vacant each day. In reviewing the matter with MetroPlains
Development, they are comfortable with this arrangement as they do not believe
that all of the permits will be requested by their tenants.
Action
The requested action is for City Council to adopt the attached ordinance which
provides for the establishment of a residential parking district in municipal lot #1.

AN ORDINANCE AMENDING
ORDINANCES SECTION 32-339
MUNICIPAL LOT #1
THE CITY OF DUBUQUE CODE OF
ESTABLISHING RESIDENT PARKING IN
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. Sec. 32-339 (b) of the City of Dubuque Code of Ordinances is
amended by adding paragraph (4) as follows:
(4) In the case of municipal lot #1, one residential permit per unit, up to twenty-
seven (27) permits may be issued to person's whose principal address is listed
as the Cornerstone Place located at 9th & Iowa.
Section 2. This ordinance shall take effect upon publication
