took the chair and read the following after the newly elected officers were sworn in Regular Session April 5, 1883 Mayor O'Donnell in the chair Present Ald Altman Clancy Crawford Deckert Glab Assessor $5000 Assessor $500 Market Master $500 A motion that when the council adjourned it be until Monday april 9th at 7:30 pm carried Regular Session April 5, 1883 Mayor O'Donnell in the chair Present Ald Altman Clancy Crawford Deckert Glab Hollnagle Kavanaugh McCarthy Martin and Olinger On motion the bonds of officers were referred to the com on finance Motion to proceed to ballot for Mayor pro tem Mssrs McCarthy and Martin were appointed tellers Motion by Ald Clancy that John Glab be elected by acclamation carried Ald Crawford offered the following resolution whereas in pursuance of a resolution of this council the city engineer has made a survey and plat of the proposed extension of Fourth street and Fenelon Place as petitioned for by J K Graves and others and filed said plat in his office and has also given due personal notice in writing to all resident owners of the property proposed to be taken for said extension that at the session of the council to be held April 5th 1883 it would be determined by said council whether said proposed improvement should be made or not and requiring said property holders to appear before the council on said date and show cause if any they had why the contemplated improvement should not be made eveidence of the due service of said notice having been filed in the office of the city recorder and whereas the time designated in said notice for the considerations of said question and for hearing any objections to said improvement has arrived and no valid objections have been presented to the same be it therefore resolved that it is deemed advisable by this council to extend said street in the manner prayed for by petitioners and resolved that the city recorder be and is hereby instructed to issue a venire to the city marshall and to furnish him with the names of the owners of property as furnished and returned by the city engineer and commending him to summon a jury of twelve freeholders having the qualifications prescribed by ordinance for the purpose of assessing the damages which may be sustained by reason of the estension of said street and that all the proceedings under this resolution be had in conformity to the provisions of the Regular Session April 5, 1883 Mayor O'Donnell in the chair Present Ald Altman Clancy Crawford Deckert Glab Hollnagle Kavanaugh McCarthy Martin and Olinger Ordinance providing the opening altering altering or annulling of streets alleys and highways in the city of dubuque adopted Ald Olinger offered the following resolution be it resolved by the city council of the city of Dubuque that the term of office of the present police force be declared at an end And that this council proceed to elect by ballot sixteen members to be appointed as day policemen and night watchmen in such manner as may be determined by the city marshall with the consent and approval of the com on police P Olinger amended by Ald Crawford that this resolution take effect May 10th next Amended by Ald Kavanaugh that the matter be laid on the table lost Ald Crawford then offered that the present police officers hold their positions until May 1 1883 carried Ald Crawford then moved that the council take a recess until 7:30 pm carried The new council met at 7:30 pm Mayor O'Donnell in the chair all the aldermen present On motion of Ald Clancy they proceeded to elect a marshall Mssrs Lagen Zugenbuehler Harriman and O'Neil were put in nomination On the sixth ballot Mr Joseph Zugenbuehler was declared elected having received six votes Lagen three and Harriman one Marshall Clancy Crawford Deckert Glab Hollnagle Kavanaugh McCarthy Martin and Olinger Motion of Ald Olinger to dispense with deputies Amended by Ald Kavanaugh to appoint ONeil Amended by Ald Deckert t oproceed to ballot for deputy Mssrs ONeil Ehlers and A'Hern were put in nomination On the third ballot Mr ONeil was declared elected having received six votes and Mr Ahern four votes On motion of ald Glab Saml B Rice was elected market Master by acclamation Ald Crawfrd moved that the appointment of street commissioner be dispensed with and the appointment of Bosses be left with the committee on streets carried Ald Kavanaugh moved that Wm Warring be elected Warfmaster and wood measurer by acclimation his salary as Wharfmaster be placed at fifteen dollars per month at the pleasure of the council carried Mssrs Evans and Tschergi were placed in nomination forthe office of city engineer on the third ballot mr Tschirgi was declared elected having received six votes and Mr Evans four For Chief Engineer of Fire Dept Messrs Drehouse Morgan Trieb and Sullivan were put in nomination on the Fourth ballot Mr John Drehouse was declared elected having received seven votes Leib two and Sullivan one On motion of Ald Clancy mr Jerry Sullivan was elected Assistant Chief by acclamation On motion of Ald glab Dr Connolly was elected Death Physican by acclamation On motion of Ald Glab M Chas Pittschner and Olinger On motion of ald Deckert Wm Frank Fosselman was elected weigher at the fifth ward scales by acclamation On motion of Ald Kavanaugh Wm P McCann was elected weigher at the Southern Avenue scales by acclamation On motion of Ald Kavanaugh N C Ryan was elected weigher of First WArd scales by acclamation Ald Crawford moved to reconsider the election of N C Ryan as weigher of First Ward reporteed on the salaries of officers for the ensuing year as follows treasurer recorder auditor attorney physician marshal dept marshal market master wharf master 15.00 for month at the pleasure of the council pound master 40.00 per month at the pleasure of the council all of which was adopted Ald McCarthy from the com on printing reported as follows the hearald official at 1/2 rate Democratic weekly Times Telegraph Daily Democrat Iowa Gazette amended by Ald Crawford that the Times be allowed $350.00 per year was lost Amended by Ald Altman that Times be placed same as Hearald was carried Regular Session April 9, 1883 Ald John Glab Mayor Pro Tem in the chair Present Ald Altman Clancy Crawford Deckert Hollnagle Kavanaugh McCarthy Martin and Olinger A motion by Ald Altman that saloon license be placed at same rate as last year Amended by ald Deckert that the license be placed at one hundred dollars without discount payable fifty dollars May 1st 1883 and fifty dollars August 12th 1883 carried A motion by Ald Crawford that the council proceed to elect capt of police was lost On motion of ald McCarthy all insurance matters were referred to the committee on public grounds or buildings A resolution offered by Ald Deckert that a warrant be drawn in favor of M Morgan for $9.00 for interest paid on tax of 1879 adopted The following resolution was offered by Ald McCarthy whereas our worthy mayor has wisely recommended that we set apart to the several funds specific amounts and whereas our floating debt is very large and our bonded debt will soon become due and whereas it is very apparent that some plan should be devised by which we can pay this debt without interfering with the growth and prosperity of our city or prevent any enterprise that may desire to locate here Therefore be it resolved by the city council of the City of Dubuque that there be a specific amount designated for each department and that each department be instructed not to expend to exceed said amount and that the city treasurer be instructed not to pay orders for such funds when the amounts so designated are used and that we set apart a portion of our revenue each year to liquidate our debt The resolution was referred to the Finance Com with special com of Ald Crawford and McCarthy added The petition of Samuel Henney in relation to taxes was referred to the com on delinquent tax The cost Ald Olinger offered the following resolutions which were adopted that a sidewalk four feet wide of good two inch plank be within thirty days of this notice constructed and laid in conformity with the ordinance in relation to sidewalks on the north side of 15th st between Jackson st and washington street the expense of abutting property holders Peter Olinger Also the following that a sidewalk four feet wide of good two inch plank be within thirty days of this notice constructed and laid in conformity with the ordinance in relation to sidewalks on north side of 15th street between Elm St Deckert Hollnagle Kavanaugh McCarthy Martin and Olinger 9 Absent ald Glab The council met in adjourned session at 2:30 pm mayor ODonnell in the chair The mayor stated the object of the session was to take into consideration the reorganization of the police force Petitions for positions on the police force were then read from Henry Ehlers James Flyn of Waterloo Iowa Valentine Can John Coffee M McCarten P F Quinn A Peffer and James McFarland Ald Deckert offered the following resolution be it resolved by the city council that the appointment of members of the police force be made according to wards apportioned as nearly as possible according to the population of the respecive wards to wit 1st ward three second ward three third ward three fourth ward four fifth ward four total seventeen Ald Kavanaugh moved to lay the resolution on the table the ayes and nays were called Ayes Ald Clancy Crawford kavanaugh Martin 4 Nays Ald Altman Deckert Hollnagle McCarthy and Olinger 5 lost Ald McCarthy ammended Ald Deckerts resolution that the apportionment be five from the first ward two from the second three from the third three from the fourth and four from the fifth Ald Crawford protested against the amendment on the ground that the fourth ward the largest in the city was not allowed a fair representation The ays and nays were called on the amendment Ayes Ald Altman Deckert kavanaugh Martin and McCarthy 5 Nays Ald Clancy Crawford Hollnagle Olinger 4 Regular Session April 19, 1883 Mayor O'Donnell in the chair Present Ald Altman Clancy Crawford Deckert Hollnagle Kavanaugh McCarthy Martin and Olinger 9 Absent ald Glab Ald Crawford again protested against the adoption of the amendment on the ground that the fourth ward was not fully represented Ald Glab being absent on motion the marshal was instructed to hunt up Ald Glab After a short delay Ald Glab arived Ald Crawford moved that the resoltuon as amended be laid on the table adopted Ald Crawford then offered the following resolution Resolved that the committee on ordinance making it the duty of the mayor to appoint all policemen and confer on him the power of removal of any policeman at any time for cause Ald Glab was not in favor of placing the matter in the hands of the mayor Ald Crawford was in favor of appointing good men no matter what their political principles were or what ard they resided in Ald McCarthy was opposed to placing all the power in the hands of one man Mayor ODonnell stated that he at any time would accept any responsibility which the council might place on him but thought tht the aldermen were more competent to to make selections from the applicants than he as they were better acquainted and therefore could make better appointments Ald McCarthy moved to lay the resolution on the table the ayes and nays were called Ayes Ald Altman Deckert Glab Hollnagle McCarthy and Olinger six Nays Ald Clancy Crawford Kavanaugh and Martin Four Regular Session April 19, 1883 Mayor O'Donnell in the chair Present Ald Altman Clancy Crawford Deckert Glab Hollnagle Kavanaugh McCarthy Martin and Olinger On motion the vote on the adoption of the original resolution relating to the appointment by wards was reconsidered Ald Olinger moved an amendment to the amendment to the original motion or resolution to make appointment as follows First Ward four second two third three fourth four fifth four Ryder Jas Rooney P Kearney Thos Farrell John Burns thos Straney On motion the rules were suspended and a petition of Geo B Burch et al as follows was read To the Hon Mayor and Council of the city of Dubuque Gents at a meeting of citizens the following gentlemen vis Messrs A A Cooper John Melhop Jas Rowan M M Walker John Thompson John Hancock and Geo B Burch were appointed a committee to confer with your honerable body in regard to devising ways and means to redeem what is known as the fair ground and as the time in which it is to be done is quite limited Will you please designate the nearest time in the future possible for said committee to confer with your honerable body very respectfully Geo B Burch Dubuque Iowa April 1883 the petition was referred to the committee of the whole The rules being suspended Mr Geo B Burch addressed the council in relation to the petition stating that the city should purchase the grounds for a public park as the property was cheap and well of Ald Deckert that the council proceed to elect a captain of Police Ald Glab moved that the present captain Ed Moore by acclamation Ald Kavanaugh nominated P Kenneally for the position The first ballot resulted in the election of Ed Moore by a vote of Eight to two for Kenneally Ald Blag made a statement in regarding the suits against the city Ald Crawford moved to refer to the committee on engine house cir 13th & Washington streets renewed for five years longer I have this place now for years and if the city should want it within these five yeras for an engine house I would be willing and city council the undersigned desires to thank your honorable body for designating the dubuque national demokrat the only general newspaper in the city published in the native language of more than one third of its tax payers and of one half of the members of the city council with about six times more city dubscribers than any other German publication as one of the official papers of the city while he regrets his inability to accept that honor with the conditions attached thereto namely to do the work at half rate as such acceptance would be unjust to his numerous other subscribers and advertisers and patrons to whom regular prices are charged He is however willing to accept in full payment for all the advertising required by the city during the year to be handed in by the proper officers in time for publication the same amount as that allowed by you to take the telegraph and demokrat namely $250.00 per annum and would ask your honorable body to fix aforesaid sum as the Fire Department to the Hon Mayor and city council Gentlemen AS there have been a great many false alarms of fire lately which costs the city a large amount and as there seems to be keys to the alarm boxes ouside of the proper authorities I would most respectfully recommend that the alarm boxes be so arranged that the person turning in the alarm can be found by altering the locks now in use and by having each key registered so that the key turning in the alarm cannot be taken out of the lock until the chief of the department arrives with his key and finds the number and person turning in the
