the mayor stated the object of the meeting to be to open the bids and let the contract for the building of two
engine houses
Ald Kavanaugh moved to defer the matter to the regular session
Amended by Ald Deckert that the bids be opened and contract let at once
Which was again amended by Ald Altman that the whole matter be laid on the table which was lost by a vote
of seven to three
Moved by Ald Crwaford that the matter be postponed until the regular session was carried
Motion by Ald McCarthy that the vote on the motion to postpone was carried
Motion by Ald Olinger that the bids be opened and contract let carried

signing the same on motion the matter was referred to the com on gas with the city attorney
Ald Glab offered the following resolution
Where as the frame building on the north 1/2 of lot 532 in the city of Dubuque and being about 18 feet
by 31 feet fronting on main street in said city has become decayed delapidated and untenantable and
has for a long time and now is unoccupied and whereas said building in its present location is dangerous
to surrounding property and calculated to produce diseas and is unfit for use or habitation
Therefore be it resolved by the city council of the city of Dubuque that said building be and the same is
hereby declared a nuisance and the marshal is instructed to notify the owner or owners in writing to remove
said building within ten 10 days from the service of said notice and in case of the failure of owner or owners
to remove said building within the time fixed in said notice the marshal is hereby instructed to procure the
same to be removed immediately thereafter and that the expense there of shall be collected from said
owner or owners

the quarry on Bluff Street extension by Speer and Lee was on motion referred to the committee on streets
with the Marshal
The petition of James Sloan asking the privilege to build two frame kitchens inside the fire limits was
referred to the committee on fire
The petition of the Iowa Iron Works asking drainage facilities on Ninth and Washington Streets also the
privilege of sinking a well in the sidewalk on Ninth Street was referred to the committee on streets
The petition of P Kennedy asking a reduction in assessment and to be allowed to pay without interest

Lamp Lighter Hackney reported having lighted 195 gas lamps during the month of July
received and filed
Auditor E J Brayton reported the sum of $1267.25 was necessary to pay the city officers and employees
of the city for the month of July the report was received and filed and the recorder instructed to draw warrants
for the several amounts

Justice T T Duffy reported having tried four cases for violation of city ordinances and had collected as fines
the sum of three dollars which he paid into the city treasury Also that there was due him the sum of 2.25
the costs in one case the report was received and filed
Woodmeasurer Warring reported having measured 700 7/8 cords which arrived by river and rail and
had received for measuring the same 28.60 received and filed
market Master Rice reported having collected the sum of 26.25 for rent of huckster stands also that he had
furnished 72 meals to prisoners and lodgers for which a bill is attached for 14.40 the report was received
and filed and bill ordered paid
Marshal Zugenbuehler reported the amount of 981.90 was necessary to pay the police force for the month
of July that he had collected eight dollars for damage to lamp post one and 50 dollars as fees and two dollars
for impounding animals for which receipts are attached that 65 arrests had been made during the month

to the committee on streets He also reported that he had given the grade as petitioned for by Wm L Bradley
also as to the dangerous condition of a wall in front of the premises of John Paul on White Street to the committee
on streets with power

Treasurer Traut reported having paid out 212.10 interest on warrants also $5.00 for postage and postal
cards and asks that warrant be drawn for the amount

Ald Olinger Chairman com on fire reported on several bills referred to that cmmittee and found the same
correct and ordered paid The same reported on the bids for building engine houses that Mr Van Wie wished
to withdraw his bid leaving P W Jones the lowest bidder Ald Olinger moved that the contracts for building
of both houses be let to Mr Jones
Amended by Ald Kavanaugh that the contract be let for one house only
Ald McCarthy moved to lay the amendment on the table on which motion the ayes and nays were called

It was moved by Ald Crawford that the contract be let for the fifth Ward Engine House which was amended

the original motion being stated by the chair that the contract for both houses be let which was carried

houses

Ald Crawford moved that the committee on Finance be instructed to investigate and report to the council
at its adjourned session to be held august 13th whether the sum of $9545.00 required to build the two fire
engine houses can be borrowed in addition to the amounts that will have to be borrowed to defray current
expenses and at what rate of interest and that the execution of the contracts be postponed until the report
of the committee shall be received

line as shown on the map as the official grade of lake street that the recommendation be adopted also
that the grade of an alley between eleventh and chestnut street as shown on the profile be adopted
On the petition of mrs Michael Kane that the prayer of petitioner would be granted as soon as possible
on the petition of Frank Brede that the petition had been granted
Petition of P Milligan the committee report in favor of referring the petition to the city attorney to determine
whether the city can declare the traveled road a legal highway

fifth street be graded curbed guttered and macadamized the report was received and further action postponed

On the petition of John Deery the committee report in favor of doing the necessary work to relieve the
sewer from flooding the petitioners premises
On the petition of James Cushing and Son the committee report in favor of referring the same to the com
of the whole on a communication from the city engineer in relation to the house at the intersection of
Emmet and Struary Sreet that the same be removed if not repaired within twenty days
On the petition of Mrs A Murphy that the parties using the quarry be notified that they will be held liable
for all accidents arising from their use of said quarry

In favor of granting the petitions of Agatha Kintzel Cath Farrell Jacob Beuselurk Mrs Rischelcth and to
allow Geo W Jones to pay $60.00 as special assessment and to pay all taxes from 1878 up to date without
interest the same committee reported adversely to the petitions of M Mulligan Henrietta Herzog Nick Webber
and Elizabeth Stafford the report of the committee was adopted
Ald Glab from the Finance Committee reported in favor of granting the petition of C Welsh
the same from the Ex Com Bd of Health reported adverse to the petition D C bissell et al as the removal
of garbage would cost too much

Ald Crawford from the special committee on delinquent tax sales book asked for further time to report
granted
Ald Crawford delegate to the Mississippi River Convention made a report that he had attended the convention
and that he done what he could to further the interests of Dubuque and that there would be another con vention
in washington next winter
The city attorney to whom was referred the petition of assessor Gmehl recommended that the further time
asked for be granted which was adopted
The same reported on the petition of Michael Clark for damages that he found some difficulty in determining
the question of fact
Ald Crawford moved that Mr Clark be tendered thirty dollars in lieu of all damage the matter was referred
to the committee of the aldermen from the fourth ward
The city attorney called the attention of the council to the case of Simplot vs the City a committee was
appointed to investigate the matter
The executive committee of the board of health was on motion instructed to prepare a bill for attending the
pest house and present the same for payment to the board of supervisors

improvement and the city recorder directed to give the proper notice for bids and proposals for the
performance of the work the guttering and curbing to be done at the expense of the owners of abutting property

The mayor stated the object of the meeting to be to take action on several important matters laid over
from the regular session
ald Crawford from the committee on ordinance reported as follows
To the city council of the city of Dubuque your committee on ordinance to whom was referred the ordinance
entitled an ordinance authorizing the establishment and operation of the Eagle Point Ferry respectfully
report that we have carefully eamined the provisions of said ordinance and recomend its adoption

The ordinance was read for the second time and put upon its passage
And ordinance authorizing the establishment and operation of the eagle point ferry
Be it ordained by the city council of the city of Dubuque
Sec 1 that free license full authority and right be and are hereby granted to John Rugamer John Trexler
J Schroeder John Klein Frank Schroeder and Geo Fengler and their assigns to establish and for the period
of twenty five yeras from the passage of this ordinance maintain and operate a ferry to be known as the
Eagle Point Ferry from the point on the Mississippi near Eagle Point in said city where division street in said

Sec 2 that within one year from the passage of this ordinance said grantees and assigns shall procure and
keep at said ferry one or more boats of sufficient capacity to accomodate the public travel and business
at said ferry commerce and thereafter during all seasonable times continue to run said boat or boats
across said Mississippi river from the place where division Street in said city meets the shore of said river
near Eagle point to the easterly side of said river in the state of Wisconsin and on being paid therefore
herein provided for receive and transport over said river all persons desiring to cross and all freight offered
for transportation
Sec 3 That in keeping and running said Ferry Said grantees and assigns shall use all proper care and
prudence to insure the safety and convenience of the traveling public
Sec 4 That the city council of Dubuque shall have the right to make such rules and regulations for said ferry
as it may think necessary and fix from time to time the rates of ferriage from the Iowa side but shall not
fix the rates lower than those of the Dubuque and Dunlieth Ferry
Sec 5 That this ordinance shall take effect and be in full force from and after its passage and publication
in the official papers of the city

An ordinance presented by the United States Electric Light and Power company was read and on motion
referred to the committee on ordinances
Ald Olinger called up the matter of contracts for building engine houses and moved that the contract
be let to mr Jones for erection of two engine houses

Ald Crawford offered the following
Whereas the finance committee reported that it will be difficult if not impossible in addition to the amounts which
will have to be borrowed every mmonth until next winter to defray the ordinary expenses of the city to borrow
the sum of $9500 required to build the two engine houses
and
whereas the proposed expedient of drawing warrants on the treasury in payment for said work when there
will be no funds to meet them thereby compelling the contractor to hawk them about for sale to obtain money
to carry on the work is the adoption of a dangerous practice which in times past has proved disastrous and
highly injurious to the credit of the city and therefore right not to be resorted and whereas in the opinion
of many citizens the erection of one engine house is as much as right to be undertaken this season and
will supply the present needs of the fire department
Be it therefore resolved that only one engine house be constructed for at this time and that the erection of more
be postponed until next spring

Ald McCarthy offered the following
Resolved that the city treasurer is hereby authorized to collect the delinquent city tax that is now due at a
cost of not more than five percent of the amount collected and that said city treasurer Paul Traut be held on
his official bond for any acts of said collector

Ald Crawford moved that the committee on fire be authorized to purchase 500 feet of additional hose
lost
Ald Olinger tendered his resignation as chairman of the committee on fire stating that he would serve on that
committee no longer
Ald Olinger reported on the petition of G W Burden in favor of granting the prayer of petitioner provided
he would agree to vacate the premises on proper notice which was agreed to
adopted
The petition of S M Langworthy in relation to tax deed held by Hintrager referred to the com on del tax
The City Engineer made a rpeort and estimate of cost of extending the grove street wall which was received
and action postponed unti the regular session
Ald Carwford offered the following
resolved that the second alley west of Bluff street be hereafter known as the Wiegle Alley

Resolved by the city council of the city of Dubuque that the Wiegle alley be graded and macadamized
in conformity with the ordinance on that subject that the city engineer be and is hereby directed to make
the necessary plans and specifications for said improvement and the city recorder directed to give the
proper notice for bids and proposals for the performance of said work the macadamizing to be done at
the expense of the owners of the abutting property

The mayor stated the object of the meeting and read the following letter of invitation
Dubuque August 15th 1883
To th emayor Aldermen City officers members and officers of the fire department
At the request of the executive committee of the early settlers association of Dubuque County I write to
earnestly request you as a body to unite in celebrating the semi-centennial of the first settlement of Iowa
We hope by your aid to make the occasion a memorable one It should be so for it was here that Iowa
was first settled and where she commenced under adverse circumstances her march to that high position
which she now occupies among her sister states It was here that the first houses were erected the first
farms made and the first white child born we have every assurance that the celevration will be a success
that it will not only be one of pleasure to our citizens and their families but to all who may attend
yours respectfully
