Products, Vapor Products, and Device Permit Applications
DATE: July 16, 2025
Pursuant to Iowa Code §453A.47A and §453E.3, a retail permit is required to sell tobacco,
tobacco products, alternative nicotine products, vapor products, or devices at any place
of business or through delivery sales within the state of Iowa. All permits expire annually
on June 30 and are classified as either device retailer permits, or retail tobacco permits,
with the latter covering tobacco, tobacco products, alternative nicotine products, and
vapor products. The Iowa Department of Revenue (IDOR) administers the retail
permitting requirements outlined in these sections and coordinates with local
governments on permit approvals. The City Clerk's Office is responsible for processing
all permit applications for businesses located within city limits. Once a completed
application is received, it is approved by the City Council before it is submitted to the
IDOR for further action.

APPROVING APPLICATIONS FOR TOBACCO RETAIL, TOBACCO PRODUCTS,
ALTERNATIVE NICOTINE PRODUCTS, VAPOR PRODUCTS OR DEVICE S, AS
REQUIRED BY IOWA CODE 453A.47A AND 453E.3
Whereas, applications for Tobacco/Tobacco Products/Alternative Nicotine
Products/Vapor Product s or Device retail s have been submitted and filed with the City
Clerk; and
Whereas, the applicants have filed the proper application and fees as required by the
Iowa Department of Revenue; and
Whereas, applications are presented to City Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA THAT:
Section 1. The City Clerk is hereby authorized and directed to cause to be issued the
following named applicants and locations for a Cigarette/Device/Tobacco/Nicotine/Vapor
product or retail device effective July 22, 2025, to June 30, 2026.
