PARK AND RECREATION COMMISSION
MEETING
Tuesday, June 10, 2025

PRESENT: Jennifer Tigges, Lori 011endick, Jessica Ochoa, Ron Axtell,
Josh Jorgenson, Robin Kennicker
ABSENT: Jason Henkel
STAFF PRESENT: Steve Fehsal, Angie Metcalf
CALL TO ORDER: Tigges called meeting to order at 4:35pm.
MINUTES APPROVED; VOTE:
It was moved by Ochoa, seconded by Axtell, to approve the minutes of
the May 21, 2025, special meeting. Jorgenson and Kennicker abstain.
DISCUSSION OF FUTURE MEETINGS AND FACILITY TOUR:
Discussion was had regarding whether to have the July meeting and when
and where the facility tour should take place. It was decided there would be
a regular July meeting. It was discussed to have the facility tour September
9tn 2025 and a guided bus tour of the parks and city owned green space
located in the North End. Final details will be determined at the July
meeting.
SOUTH POINTE SUBDIVISION PARK CONCEPT PLAN REVIEW AND
RECOMMENDATION:
Ochoa made a motion to recommend South Pointe Subdivision Park
concept plan. Jorgenson Seconded. Unanimous.
BEGIN NAMING PROCESS FOR SOUTH POINTE SUBDIVISION PARK:
Park Division manager Steve Fehsal provided details regarding the naming
process according to the City's Naming Policy. We will most likely begin the
public input in mid June and provide the public input to the commission for a
recommendation at the August 2025 meeting.
DISCUSSION AND RECOMMENDATION OF PARK AND RECREATION
COMMISSION CITY COUNCIL GOALS AND PRIORITIES:
Park Division manager Steve Fehsal introduced the Commission's goal
setting sheets to be provided for review by City Council during their goal
setting sessions in August 2025. Page one listed the success of FY 2025
identified by the Commission and their impacts. Page two listed the goals
and focus issues for FY2026[SF1] identified by the Commission.
Commission members listed their successes and discussed the goals.

Commissioner Ochoa made a motion to approve the goal setting sheets and
Commissioner Kennicker seconded Unanimous.
CHAPTER 10:5B-13, 10:5B-22, 10:5C-1 PARKS AND RECREATION
ORDINANCE UPDATE RECOMMENDATION:
Ochoa made a motion to recommend the updates to the Parks and
Recreation Ordinance chapter 10:513-13, 10:5I3-22, 10:5C-1. Axtell
Seconded. Unanimous.
PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE:
Park Division manager Steve Fehsal and Lead Administrative Assistant
Angie Metcalf provided updates on the Master Plan as well as details
regarding upcoming public engagement sessions that are scheduled.
DIVISON MANAGER UPDATE:
Park Division manager Steve Fehsal provided an update on ongoing
projects.
DIVISON MANAGER UPDATE:
Commissioner Tigges advised a community member had reached out to her
in regards to naming Rockdale/Grandview Entry Falb Park and was curios
what the process was to do that.
Commissioner Ochoa asked what the age limit is for the play set inside of
Flora pool. Fehsal advised he would reach out to Recreation Division
manager for the answer.

p.m. Unanimous.
