Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Broadway Sanitary Sewer Improvements Project Acceptance of Public Improvement Project No. 5581500046 DATE: July 28, 2025 Dubuque All -America City 2007-2012.2013 2017*2019 INTRODUCTION The enclosed resolution provides for the acceptance of the construction contract for the Broadway Sanitary Improvements Project. BACKGROUND This project provided for the installation of approximately 300 feet of 8-inch diameter sewer along Broadway Street, from Putnam Street to W. 28th Street. On multiple occasions, the existing sewer system has surcharged so that wastewater has back flowed into basements. The sewer is proposed to be redirected so that flows are conveyed with a greater capacity to mitigate the recurring backups. During design, staff identified several deficiencies with the roadway, sidewalk, curb and gutter, which will also be addressed within the project limits. DISCUSSION Broadway Sanitary Improvements Project was completed by Tschiggfrie Excavating in the final contract amount of $214,911.34. A 19.41 % decrease to the original contract amount of $266,668.30 which was due to reduction to quantities of materials under the contract unit prices needed to complete the project through coordination of work with Engineering and Public Works staff. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the payment of the final contract amount of $214,911.34 to Tschiggfrie Excavating for the Broadway Sanitary Improvements Project. Breitfelder City Clerk City of Dubuque, 50 W. 131h St. Dubuque, IA 52001 (563)589-4100 RESOLUTION NO. 259-25 ACCEPTING THE BROADWAY SANITARY IMPROVEMENTS PROJECT AND AUTHORIZING FINAL PAYMENT TO THE CONTRACTOR WHEREAS, the Public Improvement Contract for the Broadway Sanitary Improvements Project (the Project) has been completed by the contractor, Tschiggfrie Excavating (Contractor), and the City Engineer has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $214,911.34; and WHEREAS, the Contractor has previously been paid $205,578.70, leaving a balance of $9,332.64; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Director of Finance and Budget is hereby directed to pay the balance of the retainage of $9,332.64 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa chapter 26.13.
