City Engineer Gus Psihoyos is recommending City Council approve the plans,
specifications, form of contract and estimated cost of $1,617,162.80 for the Auburn -
Custer Utility and Roadway Reconstruction Project through the adoption of the attached
resolution.
The project provides for the removal and replacement of approximately 1,480 LF of 6-
inch diameter vitrified clay sanitary sewer, approximately 1,000 LF of various sized
water main, approximately 360 LF of various sized storm sewer and the installation of
approximately 1800 feet of drain tile, and the repaving of Auburn Street and Custer
street between University and Loras and N. Grandview and Atlantic. The project is
located in Consent Decree Sewershed 11.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memorandum requests the City Council conduct a public hearing on August 4,
2025, for the Auburn -Custer Utility and Roadway Reconstruction Project.
DISCUSSION
The project provides for the removal and replacement of approximately 1,480 LF of 6-
inch diameter vitrified clay sanitary sewer, approximately 1,000 LF of various sized
water main, approximately 360 LF of various sized storm sewer and the installation of
approximately 1800 feet of drain tile, and the repaving of Auburn Street and Custer
street between University and Loras and N. Grandview and Atlantic. The project is
located in Consent Decree Sewershed 11.

PUBLIC NOTICE: is hereby given that the Dubuque City
Council will conduct a public hearing on the 4th day of
August, 2025 at 6:30 p.m., in the Historic Federal Building,
350 W. 6th Street, 2nd floor, Dubuque, Iowa, at which meeting
the City Council proposes to hold a public hearing on the
proposed plans, specifications, form of contract and estimated
cost for the Auburn -Custer Utility and Roadway Reconstruction
Project.
The scope of the Project is as follows: The project provides
for the removal and replacement of approximately 1,480 LF of
6-inch diameter vitrified clay sanitary sewer, approximately
1,000 LF of various sized water main, approximately 360 LF of
various sized storm sewer and the installation of
approximately 1800 feet of drain tile, and the repaving of
Auburn Street and Custer street between University and Loras

At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official City Council agenda
will be posted the Friday before the meeting and will contain
public input options. The agenda can be accessed at
