INTRODUCTION
This memorandum requests the City Council authorize the award of the construction
contract for the 2025 Repair and Maintenance of the Iowa Street Parking Garage to
Keeley Restoration Services, LLC of St. Louis, Missouri in the amount of 4,010,930.50.
BACKGROUND
In 2022 the City issued a Request for Proposals for a Parking Ramp Maintenance
Needs Assessment. In November of 2022 the City Council approved awarding of the
contract to Desman, Inc. of Chicago, Illinois.
The Iowa Street Ramp condition assessment report completed by Desman indicated
several areas in the Iowa Street parking ramp that need repairs and maintenance work.
A professional services contract was signed with Desman to provide design and
construction administration services for structural repairs.
DISCUSSION
In May 2025, the City issued bids and only received one (1) bid proposal for the 2025
Repair and Maintenance of the Iowa Street Parking Garage. The single bid received
was significantly over the current funding available to complete the construction
improvements as proposed. As a result, the City Council rejected the single bid due to a
lack of competitive bids and insufficient funding.
Following the bid rejection, City staff and the consultant team collaborated and reviewed
the scope of work for the project and the base bid and alternates bid items to determine
a path forward that would address the main to meet the current available funding. The
team also discussed and extended the construction schedule completion date to allow
contractors more time to complete the ramp repair work.

The rebid 2025 Repair and Maintenance of the Iowa Street Parking Garage provides for
slab -on -grade asphalt and concrete repairs, full depth pan joist slab repairs, partial
depth concrete repairs on garage ramps, concrete curb island removal and
replacement, form and pour joist repairs, form and pour beam repairs, column repairs,
waterproofing repair and enhancements, new waterproofing membrane, stair tower
repairs, installation of new supplemental floor drains on roof level, electrical upgrades
including circuit conduit and feeders, lighting fixtures, plumbing upgrades including
waste drains, piping, hose bibs, replacement of elevator pit pump and other
miscellaneous work.
ALTERNATE BID ITEMS
As part of the Iowa Parking Garage project, the scope of work for the alternates bid
items was revised. The bid documents included alternate bid items that are lower
priority which staff believe is in the City's best interest to receive bids and bid
alternatives.
BID RESULTS
Sealed bids were received July 29, 2025 for the Rebid 2025 Repair and Maintenance of
the Iowa Street Parking Garage Project. Keeley Restoration Services, LLC of St. Louis,
Missouri submitted the low bid in the amount of $3,405,758 which is 23.5% less than the
Engineer's estimate of $4,450,000. A summary of the bid proposals received is as follows:

Attached is the letter of recommendation received by Desman, Inc, recommending the
award to Keeley Restoration Services, LLC.
In the case of the 2025 Repair and Maintenance of the Iowa Street Parking Garage
Project, the base bid governs the low bid on the project. Keeley Restoration Services,
LLC. was substantially lower on their base bid. They were also low with the bid
alternates that we selected.
RECOMMENDATION
I recommend awarding the construction contract for the 2025 Repair and Maintenance
of the Iowa Street Parking Garage, to Keeley Restoration Services, LLC. Of St. Louis,
Missouri in the amount of $3,405,758.00 plus alternatives in the amount of $605,172.50.
ACTION TO BE TAKEN
I respectfully request that the City Council award the construction contract for the 2025
Repair and Maintenance of the Iowa Street Parking Garage through the adoption of the
enclosed resolution to Keeley Restoration Services, LLC. of St. Louis, Missouri in the
amount of $4,010,930.50.

AWARDING PUBLIC IMPROVEMENT CONSTRUCTION CONTRACT FOR THE 2025
REPAIR AND MAINTENANCE OF THE IOWA STREET PARKING GARAGE
WHEREAS, sealed proposals have been submitted by contractors for the 2025
Repair and Maintenance of the Iowa Street Parking Garage, (the Project) pursuant to
Resolution No. 410-24 and Notice to Bidders published on the City of Dubuque, Iowa
website, Iowa League of Cities Website, and Master Builders/Construction Update plan
room service with statewide circulation on the 20th day of June 2025; and
WHEREAS, said sealed proposals were opened and read on the 2911 day of July
2025 and it has been determined that Keeley Restorations Services, LLC. of St. Louis,
Missouri, in the bid amount of $4,010,930.50, is the lowest responsive, responsible
bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
SECTION 1. That a Public Improvement Contract for the Project is hereby
awarded to Keeley Restorations Services, LLC. and the City Manager is hereby directed
to execute a Public Improvement Contract on behalf of the City of Dubuque for the
Project.

Dear Mr. Bousley:
DESMAN is pleased to submit a letter of recommendation for the selection of a contractor for the 2025
Repair and Maintenance of the Iowa Steet Parking Garage Project. DESMAN has reviewed the bid
summaries of the three lowest bids received by the City of Dubuque. The low bidders were: Keeley
Restoration, CyCon Inc., and John Rohrer Contracting Company.
Keeley Restoration is the clear low bidder on the project. They are an experienced contractor and with
the scope of work for the project I do not foresee any issues based upon our review of the bid summary
and operating on the assumption that Keeley intends to utilize only specified products. Overall, DESMAN
believes Keeley Restoration would be the best choice for the project based on their pricing and
experience.
