Van Milligen, City Manager FROM: Antonio J. Mouzon, Community Impact Manager SUBJECT: Work Session Request for Report on Development and Outcomes of Serve Dubuque Program DATE: July 22, 2025 INTRODUCTION The purpose of this memorandum is to request a City Council work session to present the development and outcomes of the Serve Dubuque Program. This session is proposed for September 15t", 2025, at 5.15 p.m. BACKGROUND With the loss of the AmeriCorps grant funding for the summer of 2025, the Summer Teen Empowerment program at the Multicultural Family Center was cancelled due to no longer having support of AmeriCorps members to implement programming. The Community Impact team and the Multicultural Family Center nonprofit collaborated to develop and implement the Serve Dubuque Program to fill the gap in summer teen programming. Serve Dubuque is a no -cost six -week summer teen service leadership initiative that strengthens teens' experience in community engagement and service opportunities through civic and health literacy. The focus is to add teen contributions to a vibrant and connected community while gaining employability skills. DISCUSSION During this work session, we will provide an overview of the development of the Serve Dubuque program and outcomes of the program initiative. We will present data and anecdotal stories from the program.
