CITY COUNCIL PROCEEDINGS
SPECIAL SESSION

The Dubuque City Council met in special session at 6:30 p.m. on April 2, 2025, in the
second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell,
Sprank, Wethal; City Manager Van Milligen (attended virtually).
Mayor Cavanagh read the call and stated this is a special session of the City Council
called for the purpose of receiving presentations on certain Fiscal Year 2026 Department
Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2026 departmental budgets and responded to City
Council questions following each presentation. Presentations were given by
representatives from the following departments:
1. City Manager's Office Fiscal Year 2026 Budget Presentation: Assistant City
Manager Cori Burbach and Director of Sustainability Gina Bell. Written input was
submitted by the Resilient Community Advisory Commission regarding the Sustainability
Office’s budget.
2. City Council Fiscal Year 2026 Budget Presentation: Cori Burbach.
3. City Attorney's Office Fiscal Year 2026 Budget Presentation : City Attorney Crenna
Brumwell.
4. City Clerk's Office Fiscal Year 2026 Budget Presentation: City Clerk Adrienne
Breitfelder.
5. Communications Office Fiscal Year 2026 Budget Presentation : Public Information
Officer Randy Gehl and Geographic Information Systems (GIS) Coordinator Nikki
Rosemeyer.
6. Human Resources Fiscal Year 2026 Budget Presentation: Chief Human Resources
Officer Shelley Stickfort, Administrative Assistant Angie Kelley, Employment Specialist
Amanda Koppes, Talent Acquisition and Diversity Coordinator Kristen Dietz, Benefits and
Compensation Manager Connie Palm, Payroll and Benefits Specialist McKenzie
Capesius, and Employee Relations Manager Robyn Hosch. Clark Schloz, 2925
Burlington St., provided input on the city’s tuition reimbursement program and the federal
government’s directives on diversity, equity, and inclusion (DEI) initiatives. Council
Member Wethal suggested that the improvement package for additional funding for tuition
reimbursement be held for further discussion to understand the reimbursement policy.
There was insufficient support to hold the item for further discussion.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the meeting adjourned at
10:17 p.m.
