CITY COUNCIL PROCEEDINGS

The Dubuque City Council met in special session at 6:30 p.m. on April 24, 2025, in the
second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell,
Sprank, Wethal; City Manager Van Milligen (attended virtually).
Mayor Cavanagh read the call and stated this is a special session of the City Council
called for the purpose of receiving presentations on certain Fiscal Year 2026 Department
Budgets.
PUBLIC HEARINGS
City staff presented Fiscal Year 2026 departmental budgets and responded to City
Council questions following each presentation. Presentations were given by representa-
tives from the following departments:
1. Community Impact Fiscal Year 2026 Budget Presentation: Community Impact Di-
rector Antonio Mouzon; AmeriCorps Program Director Sarah Berna; Community Service
and Outreach Coordinator Brittney Hayes; and Community Diversion and Prevention Co-
ordinator Miranda Onofre. Kinde Tariq, 2069 University Ave., provided input on how she
has personally benefited from the community impact service program.
2. Multicultural Family Center (MFC) Fiscal Year 2026 Budget Presentation: Multicul-
tural Family Center Director LaMetra Murdock. MFC Board Members Marlene Waller,
13322 Sherill Rd., and Claudette Bees, 1401 Henion St., provided input on increased
adult programming and the MFC’s ongoing goal of connecting the community.
3. Transportation Services Fiscal Year 2026 Budget Presentation : Director of Trans-
portation Services Ryan Knuckey. At the request of City Council, Greg Orwoll, 2635 W.
32nd St., provided a summary of DuRide, a local non-profit service that provides trans-
portation option for seniors.
4. Engineering Fiscal Year 2026 Budget Presentation: City Engineer Gus Psihoyos,
Professional Land Surveyor and Civil Engineer Nate Kieffer, Civil Engineer Jon Dienst,
Civil Engineer Nate Steffen, Traffic Engineer Dave Ness, Traffic Engineer Justine Hull,
Facilities Manager Justin Hogan, Project Manager Jim Bousley, and Civil Engineer Max
O'Brien. Clark Schloz, 2925 Burlington St., provided input on the department’s cost esti-
mates and the city’s traffic studies concerning speed cameras. City Clerk Breitfelder
stated written input was received from Sheri Henschel, 995 June Dr.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the meeting adjourned at
11:50 p.m.
