4 22 24 City Council Proceedings Official SpecialCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 5:15 p.m. on April 22, 2024, in the second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street. Present: Mayor Cavanagh; Council Members Jones, Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell. Absent: Council Member Farber. Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of approving the demolition of 945 Bluff St. ACTION ITEMS 1. City Owned Property at 945 Bluff Street – Request Deconstruction: Motion by Jones to receive and file the documents and adopt Resolution No. 103-24 Approving the dem- olition of historic and city owned property at 945 Bluff Street due to deterioration beyond repair. Seconded by Resnick. Responding to questions from the Cit y Council, Housing & Community Development Director Alexis Steger summarized previous efforts to restore the structure. City Manager Van Milligen stated that incentives are available to p roperty owners to rehabilitate historic properties but that funding limitations prevent all properties from being addressed. City Council Members expressed disappointment in having to de- molish a historic structure and expressed support for the city’s proactive approach in try- ing to prevent the deterioration of historic properties. Motion carried 6-0. RESOLUTION NO. 103 - 24 APPROVING THE DEMOLITION OF HISTORIC AND CITY OWNED PROPERTY AT 945 BLUFF STREET DUE TO DETERIORATION BEYOND REPAIR Whereas, the City of Dubuque Historic Preservation Commission recognized by ma- jority vote that the property at 945 Bluff Street is Architecturally and Historically Signifi- cant; and Whereas, the City of Dubuque Historic Preservation Commission issued a certificate of economic non-viability to allow demolition of a structure by majority vote on April 18, 2024; and Whereas, the City of Dubuque Housing & Community Development Department re- leased two rounds of requests for proposals trying to save the structure to no avail; and Whereas, for the safety of the public, the Housing & Community Development Depart- ment is recommending demolition in a timely manner to prevent collapse. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, AS FOLLOWS: Section 1. The demolition of 945 Bluff Street is hereby approved.
