The Dubuque City Council met in special session at 5:15 p.m. on May 29, 2024, in the
second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick (attended virtu-
ally), Roussell, Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a special session of the City Council
called for the purpose of setting a public hearing for the 2024 pavement marking project
and holding a public hearing for the PRICE Grant Application.
ITEMS SET FOR PUBLIC HEARING
1. 2024 Pavement Marking Project: Initiate Public Bidding Process and Setting Date
for Public Hearing: Motion by Roussell to receive and file the documents and adopt Res-
olution No. 155-24 2024 Pavement Marking Project: preliminary approval of plans, spec-
ifications, form of contract, and estimated cost; setting date of public hearing on plans,
specifications, form of contract, and estimated cost; and ordering the advertisement for
bids, thus setting a public hearing for a meeting to commence at 6:30 p.m. on June 3,
2024 in the Historic Federal Building. Seconded by Farber. Motion carried 7-0.
RESOLUTION NO. 155-24
2024 PAVEMENT MARKING PROJECT - PRELIMINARY APPROVAL OF PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; SETTING DATE
OF PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST; AND ORDERING THE ADVERTISEMENT FOR BIDS
Whereas, per Resolution 116-24, City Engineer was hereby directed to advertise for
bids for the 2024 Pavement Marking Project (the Project), by publishing the Notice to
Bidders to be published on the City of Dubuque website and a contractor plan room ser-
vice with statewide circulation, which notice shall be published not less than thirteen but
not more than forty-five days before the date for filing bids is hereby abandoned; and
Whereas, per Resolution 116-24, a public hearing for the Project was to be held on the
20th day of May 2024, at 6:30 p.m. in the Historic Federal Building Council Chambers,
350 W. 6th Street, Dubuque, Iowa is hereby abandoned; and
Whereas, per Resolution 116-24, the date for filing bids for the Project before 2:00 p.m.
on the 23rd day of May 2024 is hereby abandoned; and
Whereas, per Resolution 116-24, the City Council was to consider awarding the Public
Improvement Contract for the Project at 6:30 p.m. on the 3rd day of June 2024, in the
Historic Federal Building Council Chambers, 350 West 6th Street, Dubuque, Iowa is
hereby abandoned.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:

Section 1. The proposed plans, specifications, form of contract and estimated cost for
the 2024 Pavement Marking Project in the estimated amount $247,500.00, are hereby
preliminarily approved and ordered filed in the office of the City Clerk for public inspection.
Section 2. A public hearing will be held on the 3rd day of June, 2024, at 6:30 p.m. in
the Historic Federal Building Council Chambers 350 W. 6th Street, Dubuque, Iowa, at
which time interested persons may appear and be heard for or against the proposed plans
and specifications, form of contract and estimated cost of said Project, and the City Clerk
be and is hereby directed to cause the attached notice of the time and place of such
hearing to be published in a newspaper having general circulation in the Cit y of Dubuque,
Iowa, which notice shall be published not less than four days nor more than twenty days
prior to the date of such hearing. At the hearing, any interested person may appear and
file objections to the proposed plans, specifications, form of contract, or estimated cost of
the Project.
Section 3. The 2024 Pavement Marking Project is hereby ordered to be advertised for
bids for construction.
Section 4. The amount of the security to accompany each bid shall be in an amount
which shall conform to the provisions of the Notice to Bidders hereby approved.
Section 5. The City Engineer is hereby directed to advertise for bids for the construction
of the improvements herein provided, by publishing the Notice to Bidders to be published
on the City of Dubuque website and a contractor plan room service with statewide circu-
lation, which notice shall be published not less than thirteen but not more than forty -five
days before the date for filing bids before 2:00 p.m. on the 12th day of June 2024. Bids
shall be opened and read by the City Clerk at said time and will be submitted to the City
Council for final action at 6:30 p.m. on the 17th day of June 2024, in the Historic Federal
Building Council Chambers (and/or by virtual means) 350 West 6th Street, Dubuque,
Iowa.

PUBLIC HEARINGS
1. Hold Public Hearing for the PRICE Grant Application: Motion by Jones to receive
and file the documents and adopt Resolution No. 156 -24 Holding a public hearing to solicit
public input and City Council approval for the City of Dubuque PRICE Grant Application
to be submitted to the U.S. Department of Housing and Urban Development by July 10,
2024. Seconded by Sprank. Housing and Community Development Director Alexis Steger
made a presentation and responded to questions from the City Council regarding timeline,
the structure and financing of community land trusts (CLTs), and Community Develop-
ment Block Grant (CDBG) funding allocated to mobile home rehabilitation . Karla Krapfl,
2604 Garnavillo Dr.; Evan Hudson, 741 W. 3rd St.; State Representative Lindsay James,
2494 Pearl St.; Zoe Fortsen, 299 Main St.; Nino Erba, 180 W. 15th St.; Robert Scott, 721
John Munis St.; Teresa Green, 4109 Bluebird Dr.; Jaime Izaguirre, 1394 Locust St.; Molly
Olds, 2702 LaMotte Dr.; Karla Shepherd, 2710 Potosi Dr.; and Gail Weitz, 1 630 Lori Ct.
spoke in support of the grant application, with many providing specific examples of chal-
lenges they have experienced with the current owners of the mobile home parks. Timothy

Stauffer, 3901 Inwood Ave., submitted virtual input via the GoToMeeting chat in opposi-
tion to the application, citing concerns with neighborhood quality if management transi-
tioned from private ownership. City Clerk Breitfelder announced that written input was
received from the following individuals: Kathleen and Harold Werner; Kari Moyer and
Tommie Hall, 2802 Kremer Park Dr.; Ralph Roling; Kris Schroeder; Betty Schuster; Kris
Hammel, 2763 Bankston; Michael Link, 1190 McGregor; Matt Otterbeck; Jeff Stevens,
2600 Garnavillo Dr.; Kathy Hoffmann; Karla Krapfl; Melissa Steines; Nancy Clark; Angie
Thomas, 2539 Hanover Dr.; Kathy Thompson; Sue Luce; Karla Shepherd; Deb Hanken-
son; Kimberly and Adam Qassebji; Rhonda Scheffert, 2735 Monastery Dr.; Molly Olds,
2702 LaMotte Dr.; and Pamela Brandt, 2785 Monastery Dr. City Council Members ex-
pressed support for the proposal, citing it as a great example of a community partnership
that could be replicated by other communities. City Council Members thanked residents
for providing input and city staff for their work on the application. City Council Members
cautioned that the grant is not guaranteed, but that city staff are considering other options
if the grant is not awarded. At the conclusion of the City Council’s discussion, Ms. Steger
announced that meeting attendees could indicate their support for or opposition to the
grant application on a document that she was collecting as part of the application. Motion
carried 7-0.
RESOLUTION NO. 156-24
HOLDING A PUBLIC HEARING TO SOLICIT PUBLIC INPUT AND CITY COUNCIL AP-
PROVAL FOR THE CITY OF DUBUQUE PRICE GRANT APPLICATION TO BE SUB-
MITTED TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
BY JULY 10, 2024
Whereas, the City of Dubuque has prepared a proposed application for the PRICE
competitive grant application to submit to the U.S. Department of Housing and Urban
Development for consideration; and
Whereas, the application deadline was extended from June 5, 2024, to July 10, 2024;
and
Whereas, the City Council held a public hearing on May 29, 2024, to receive public
input on the proposed PRICE grant application and the proposed project to be undertaken
with grant funds; and
Whereas, the City requests City Council approval to submit the PRICE grant applica-
tion to the U.S. Department of Housing and Urban Development after incorporating public
comment received.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the submission of the PRICE grant application to the U.S. Department
of Housing and Urban Development is hereby approved.
Section 2. That the City Manager and the Housing and Community Development Di-
rector or their designee, are hereby approved to submit all documentation required to
move the application forward for consideration by the U.S. Department of Housing and
Urban Development.
