Chief of Human Resources Shelley Stickfort is recommending City Council ratify the
First Amendment to the Dubuque Police Protective Association July 1, 2024 Collective
Bargaining Agreement.
To add potentially new candidate pools for the recruitment of qualified police officers
and to incentivize certified peace officers to apply for the Dubuque Police Department
the following First Amendment to the July 1, 2024 DPPA (Police) collective bargaining
agreement (CBA) has been proposed by the parties and ratified by the DPPA/Union.
This First Amendment adds a new article titled "Lateral Transfer Incentive" to the July 1,
2024 CBA. It provides a mechanism for peace officers from other jurisdictions
who possess certification from police academies and who have work experience in
good standing as police/peace officers to apply for and, if qualified, to begin work at the
City of Dubuque Police Department at pay steps other than the starting step and a
means for progression through wage steps to retain "transferring" officers performing
satisfactory work.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

AND
DUBUQUE POLICE PROTECTIVE ASSOCIATION
July 1, 2024 — June 30, 2029
This First Amendment to Agreement, dated for reference purposes the 19th day of August,
2025, is made and entered into between the Dubuque Police Protective Association
("Union") and the City of Dubuque, a municipal corporation ("City").
The parties agree as follows:
Section 1. Effective August 19, 2025, New Article LATERAL TRANSFER
INCENTIVE of the Agreement is added to incentivize certified peace officers to apply for
the Dubuque Police Department.
Section 1: Level 1 Qualifications
Upon hire of a full-time peace officer from another jurisdiction who possesses an Iowa
Law Enforcement Academy certification or a certification from an academy accepted by
the Iowa Law Enforcement Academy, their entry pay will be calculated at the pay step
listed in this Agreement with credit given for each full year of prior law enforcement
experience in a full-time, certified law enforcement officer position. The lateral transfer will
then progress through the remaining steps of the salary schedule in accordance with this
Agreement and the schedule referenced immediately below this paragraph. Step
progression after Step 2 will occur annually on the anniversary of the employee's date of
hire with the Dubuque Police Department. Employees shall only be eligible for the
incentives described in this Section if they separated from their previous law enforcement
agency in good standing.

Section 2: Level 2 Qualifications
Upon hire of a full-time peace officer with a certification from an academy not accepted
by the Iowa Law Enforcement Academy or an individual having previously been employed
as a certified, full-time peace officer within five years of the date of hire, entry pay will start
at Step 1 of this Agreement. Upon obtaining Iowa Law Enforcement Academy certification
and completion of the DPD Field Training program, credit will be given for each full year
of prior law enforcement experience in a full-time, certified law enforcement officer
position, and the officer's rate of pay will be calculated at the pay step which corresponds
to the officer's total years of full-time, law enforcement experience. Progression through
the remaining steps of the salary schedule will be in accordance with this Agreement.
Step progression after Step 2 will occur annually on the anniversary of the employee's
most recent date of hire with the Dubuque Police Department. Employees with previous
experience as a full-time, certified law enforcement officer with a lapse in service of more
than five years may be awarded this benefit at the discretion of the Chief of Police.
Employees shall only be eligible for the incentives described in this Section if they
separated from their previous law enforcement agency in good standing.

Employees meeting Level 1 or Level 2 Qualifications with at least one (1) full year of law
enforcement experience in a full-time, certified law enforcement officer position prior to
their hire date with the Dubuque Police Department will be provided with 40 (forty) hours
of vacation leave and 40 (forty) hours of sick leave after successful completion of the
Dubuque Police Department's FTO program. Employees shall only be eligible for the
incentives described in this Section if they separated from their previous law enforcement
agency in good standing.
For purposes of seniority and computing eligibility for all other benefits, an employee's
length of continuous service shall relate to the employee's most recent date of
employment in a full-time position with the Dubuque Police Department.
Section 2. Each person signing this First Amendment on behalf of a party represents
and warrants that they have the requisite power and authority to enter into, execute, and

deliver this First Amendxment on behalf of such party and that this First Amendment is a
valid and legally binding ;obligation of such party enforceable against it.
Section s. 'This First Amendment represents the entire agreement between the
parties with respect to its subject matter and supersedes all prior discussions or
understandings that the parties may have with respect to same.
