Fehsal, Interim Parks and Recreation Director DATE: August 13, 2025 RE: Rustic Point Park Development Project Initiate Public Improvement Bidding Process and Set Public Hearing INTRODUCTION This memorandum requests the City Council initiate the bid process and set the public hearing for the Rustic Point Park Development Project. BACKGROUND Lot K in the Rustic Point subdivision was donated by the developer to be developed into a park. The lot is owned by the city of Dubuque. The development agreement between the city and Derby Grange LLC outlined that when fifty percent of the residential homes within the Development are completed the park will be constructed. In December 2024, a contract amendment was approved with WHKS & Co. for public engagement, topographic survey, and conceptual design services for Rustic Point Park. WHKS & Co. along with subcontractors Lovely City Consulting and Ritland+Kuiper were engaged, and the first step of the design process was community input. A similar planning process was used for the three mini parks (Eagle Valley, English Ridge, and Westbrook Parks) with the same consultant team. This included on-line surveys, mail postcards inviting people to participate in the survey and an in -person event at the park site. Opportunities for community -wide engagement were offered and promoted through media releases and social media postings. A summary of the engagement is attached to this action item. The name of the park was approved by City Council on April 21, 2025. The concept park plan for Rustic Point Park was approved by City Council on June 2, 2025. The plans and specifications have been reviewed and approved by the City's Development Review Team. The funding approved by Council was G.O. Debt (Sales Tax Fund 20%). This project will be bid as a lump sum. The goals for the engagement process were to: • Understand preferred high-level uses for the site • Determine and prioritize key site elements • Determine preferred equipment styles and landscaping aesthetics • Utilize symbol and activity -based engagement and multiple platforms On - person, online). Neighborhood residents and the broader community were invited to participate in the planning process online, by mail and/or in -person with the in -person event held on Saturday March 29, 2025. Postcards were sent directly to local residents, while the wider community was encouraged to engage through a press release and social media announcements. Most attendees at the in -person event were from the neighborhood and 85% walked to the event. Result: A natural space for neighborhood connection The overarching consensus from the survey and event was a desire for tree -shaded spaces and gathering areas for adults and a small play area for children. 5ert` Page 318 of 579 Engagement Summary At the in -person event, participants were encouraged to find and mark their house on the neighborhood map. In the online survey, participants noted which street they live on to help understand whether responses were coming from the neighborhood or the broader community. The majority of the survey results were from community members, not neighborhood residents. However, residents from all streets in the Rustic Point Neighborhood were represented through either the online survey or in -person event. Space Usage and Equipment Needs Residents were asked to imagine their ideal day at this new park. Would they have a picnic? Fly a kite? Toss a ball or frisbee? Climb on equipment? Play tag? Meet up with friends? Once they had a clear picture of their ideal day's activities, they were asked to select up to three images that depicted what type of space or equipment they needed to achieve their ideal day at the park. The results are below in the order of preference. 1. Shade Trees 2. Seating 3. Park Shelter 4. Playground Equipment Playground equipment was a lower priority for the neighborhood residents than for the larger community. Residents were also given the ability to type in an idea that was not listed. There were no ideas with more than one entry, however there were conflicting opinions on whether dogs should be allowed. 2 Page 319 of 579 Play Equipment Preferences Play Activity Options While playground equipment was not the highest priority for the neighborhood residents, it was second only to shade trees for the larger community. Residents were asked which types of activities they would like to see accommodated in the playground equipment. They were also provided with the option of having no opinion on the topic. The results are below in the order of preference. 1. Climbing Structures 2. Slides Play Equipment Style Preference Residents were asked how they would like the playground equipment to look. They were also provided with the option of having no opinion on the topic. Both neighborhood residents and the larger community were in strong agreement that the equipment style should be nature -based, using boulders and logs as play items. Play Equipment Color Scheme Preference Residents were asked to select their preferred play equipment color scheme. They were also provided with the option of having no opinion on the topic. Both neighborhood residents and the larger community remained in strong agreement that the equipment style should be nature -based, using natural materials. 3 Page 320 of 579 Park Shelter and Amenity Preferences Residents were provided with three shelter styles, four shelter color palettes, and two amenity styles (bench, bil<e racl<, waste receptacles) and were asl<ed to select their preference for each. Option 1 Bench Trash Receptacle Amenity Options: Option One The amenity style option one was the clear winner with the neighborhood while the community respondents preferred option two. They were also provided with the option of having no opinion on the topic. The results are below in the order of preference. Edible landscaping and a microforest were equally supported by the neighborhood. 1. Edible Landscaping 2. Pocket or Microforest (a small, dense forest of native trees, bushes, and other plants that grows quickly in urban and rural areas). 3. Bird Habitat or Pollinator Plantings Edible Landscaping and a pocket or microforest, and bird habitat and/or pollinator planting were the most popular with the neighborhood, while the larger community ranked turf as high as the options preferred by the neighborhood. IV In Summary �L Rustic Point Neighborhood residents expressed a desire for their neighborhood park to serve as a quiet space that accommodates a variety of uses and provides safe accessible space for all residents. They envision a park filled with trees where they can add some steps to their daily walking route, drink coffee with a friend under shade trees, or watch birds while children run and play in a nature -based play space.
