INTRODUCTION
This memorandum requests the City Council initiate the bid process and set the public
hearing for the Rustic Point Park Development Project.
BACKGROUND
Lot K in the Rustic Point subdivision was donated by the developer to be developed into
a park. The lot is owned by the city of Dubuque. The development agreement between
the city and Derby Grange LLC outlined that when fifty percent of the residential homes
within the Development are completed the park will be constructed.
In December 2024, a contract amendment was approved with WHKS & Co. for public
engagement, topographic survey, and conceptual design services for Rustic Point Park.
WHKS & Co. along with subcontractors Lovely City Consulting and Ritland+Kuiper were
engaged, and the first step of the design process was community input. A similar
planning process was used for the three mini parks (Eagle Valley, English Ridge, and
Westbrook Parks) with the same consultant team. This included on-line surveys, mail
postcards inviting people to participate in the survey and an in -person event at the park
site. Opportunities for community -wide engagement were offered and promoted
through media releases and social media postings. A summary of the engagement is
attached to this action item.
The name of the park was approved by City Council on April 21, 2025. The concept
park plan for Rustic Point Park was approved by City Council on June 2, 2025.

WHKS has prepared 100% plans and specifications for the park development. The
plans and specifications have been reviewed and approved by the City's Development
Review Team.

BUDGETIMPACT
This subdivision is in a TIF and according to Chief Financial Officer Jenny Larson the
city must "budget from general funds to reimburse from the Rustic TIF in order to certify
the debt for the park." The funding approved by Council was G.O. Debt (Sales Tax
Fund 20%). This project will be bid as a lump sum.
The estimate of probable cost prepared by WHKS for the project is as follows:

RUSTIC POINT PARK DEVELOPMENT PROJECT
PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
Rustic Point Park Development Project in the estimated construction amount of
$258,278.50, are hereby preliminarily approved and ordered filed in the office of the City
Clerk for public inspection.
A public hearing will be held on the 2nd day of September, 2025, at 6:30 p.m. in the
Historic Federal Building Council Chambers 350 W. 6th Street, Dubuque, Iowa, at which
time interested persons may appear and be heard for or against the proposed plans and
specifications, form of contract and estimated cost of said Project, and the City Clerk be
and is hereby directed to cause the attached notice of the time and place of such hearing
to be published in a newspaper having general circulation in the City of Dubuque, Iowa,
which notice shall be published not less than four days nor more than twenty days prior
to the date of such hearing. At the hearing, any interested person may appear and file
objections to the proposed plans, specifications, form of contract, or estimated cost of the
Project.
The Rustic Point Park Development Project is hereby ordered to be advertised for
bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The acting Project & Facilities Manager is hereby directed to advertise for bids for
the construction of the improvements herein provided, by publishing the Notice to Bidders
to be published on the City of Dubuque website, which notice shall be published not less
than thirteen but not more than forty-five days before the date for filing bids before 2:00
p.m. on the 9th day of September 2025. Bids shall be opened and read by the Acting
Projects & Facilities Manager at said time and will be submitted to the City Council for
final action at 6.30 p.m. on the 15th day of September 2025, in the Historic Federal
Building Council Chambers 350 West 6th Street, Dubuque, Iowa.

PUBLIC NOTICE is hereby given that the Dubuque City Council will conduct a public
hearing on the 2nd day of September, 2025, at 6:30 p.m., in the Historic Federal Building,
350 W. 6th Street, 2nd floor, Dubuque, Iowa, at which meeting the City Council will consider
the proposed plans, specifications, form of contract, and estimated cost for the Rustic
Point Park Development Project. Said proposed plans, specifications, form of contract
and estimated cost are now on file in the office of the City Clerk.
The scope of the project is as follows:
The extent of the work involved is the furnishing of labor and new materials for the
construction of Rustic Point Park and includes approximately; 233 CY of excavation; 213
Tons of granular subbase; 27 LF of curb and gutter; 6 SY of 4" HMA pavement; 367 SY
of 4" PCC Sidewalk, trees and plants; landscaping; 953 LF of filter socks; 404 CY of
topsoil; park sign; and new park equipment.
At the meeting, the City Council will receive oral and written comments from any resident
or property owner of said City to the above action. The official agenda will be posted the
Friday before the meeting and will contain public input options. The City Council agenda

Engagement Results
Overview
The Rustic Point Neighborhood park will be developed to serve as a social and
recreational focal point for the neighborhood, providing opportunities to connect
with nature and each other.
The goals for the engagement process were to:
• Understand preferred high-level uses for the site
• Determine and prioritize key site elements
• Determine preferred equipment styles and landscaping aesthetics
• Utilize symbol and activity -based engagement and multiple platforms On -
person, online).
Neighborhood residents and the broader community were invited to participate in
the planning process online, by mail and/or in -person with the in -person event held
on Saturday March 29, 2025. Postcards were sent directly to local residents, while the
wider community was encouraged to engage through a press release and social media
announcements. Most attendees at the in -person event were from the neighborhood
and 85% walked to the event.
Result: A natural space for neighborhood connection
The overarching consensus from the survey and event was a desire for tree -shaded
spaces and gathering areas for adults and a small play area for children.

Engagement Summary
At the in -person event, participants were encouraged to find and mark their house on
the neighborhood map. In the online survey, participants noted which street they live
on to help understand whether responses were coming from the neighborhood or the
broader community.
The majority of the survey results were from community members, not neighborhood
residents. However, residents from all streets in the Rustic Point Neighborhood were
represented through either the online survey or in -person event.

The survey and in -person data were analyzed both as a whole (including non -
neighborhood residents) and as neighborhood -only to ensure that where there was
disagreement on a park element between the broader community and the Rustic
Point Neighborhood, the neighborhood input was given priority.
Space Usage and Equipment Needs
Residents were asked to imagine their ideal day at this new park. Would they have a
picnic? Fly a kite? Toss a ball or frisbee? Climb on equipment? Play tag? Meet up with
friends?
Once they had a clear picture of their ideal day's activities, they were asked to select
up to three images that depicted what type of space or equipment they needed to
achieve their ideal day at the park. The results are below in the order of preference.

Playground equipment was a lower priority for the neighborhood residents than for
the larger community. Residents were also given the ability to type in an idea that
was not listed. There were no ideas with more than one entry, however there were
conflicting opinions on whether dogs should be allowed.

Landscaping Preferences
Residents were asked to select up to two preferred landscaping themes. They were
also provided with the option of having no opinion on the topic. The results are below
in the order of preference. Edible landscaping and a microforest were equally
supported by the neighborhood.

ranked turf as high as the options preferred by the neighborhood.

Rustic Point Neighborhood residents expressed a desire for their neighborhood park
to serve as a quiet space that accommodates a variety of uses and provides safe
accessible space for all residents. They envision a park filled with trees where they
can add some steps to their daily walking route, drink coffee with a friend under
shade trees, or watch birds while children run and play in a nature -based play space.
