MINUTES
Government Body: CITY OF DUBUQUE CIVIL SERVICE COMMISSION
Date: June 11, 2025

Present: Commissioners Carla Heathcote (virtual), Miquel Jackson (virtual), Scott Crabill
Also present: Police Captain Scott Baxter, Fire Division Chief Josh Knepper, Fire Bureau Chief Marty
Fitzpatrick.
Commissioner Crabill called the meeting to order at 4:15 p.m.
1. Introductions. New Commissioner Jackson introduced himself, followed by introductions from
Heathcote and Crabill. Breitfelder clarified that Jackson's oath of office was previously
administered.
2. Election of Chairperson for Civil Service Commission. Motion by Crabill to appoint Heathcote as
Chairperson. Seconded by Jackson. Motion carried 3-0.
3. Approval of minutes from the April 9, 2025, meeting. Motion by Heathcote to approve the minutes
as submitted. Seconded by Crabill. Motion carried 2-0 with abstention from Jackson.
4. Fire and Police Department Reports. Knepper reported on the department being fully staffed
and recent position changes within the department. Baxter reported on ongoing staffing
shortages.
5. Commission Worksheet for City Council Goal Setting. Breitfelder summarized the draft
worksheet and requested input. The commissioners unanimously agreed with the worksheet as
submitted.
6. Certify the list for the position of Police Officer. Motion by Heathcote to certify the list for the
position of Police Officer. Seconded by Crabill. Motion carried 3-0.
7. Schedule an entrance examination for the position of Police Officer. Motion by Jackson to set
the examination date for August 2, 2025, as recommended. Seconded by Crabill. Motion carried
3-0. Crabill to proctor with Heathcote as backup.
8. Iowa Senate File 311's Impacts on the Civil Service Commission. Breitfelder briefly summarized
Iowa Sente File 311, emphasizing the requirement that the commission membership increase
to a minimum of 5 members. Breitfelder shared that the June 16 City Council meeting will include
an ordinance amendment to increase the number of commissioners to 5 effective August 16,
2025.
9. Adjournment. Motion by Jackson to adjourn at 4:43 p.m. Seconded by Heathcote. Motion
carried 3-0.
