TO small 1 ■, Flower Theft, 1800 Washington A Dubuque resident had a blue "butterfly flower" stolen from their landscaping. Utilizing the traffic cameras, the offender was located, backtracked and identified. When officers responded to the offender's residence, the stolen flower was observed in a concrete planter at the front walkway of the house. The plant was recovered by officers and safely replanted in its original location and the offender charged with Theft is *Not actual stolen flower t Consistent Use of Traffic Cameras by Police • Officers began leveraging the traffic cameras in all kinds of investigations; from motor vehicle collisions, thefts, ,r burglaries, assaults, and beyond ■ Use of the traffic cameras has become a "first step" in many Police investigations Viewing Station Location ■ Originally, officers would travel to the TOC in City Hall to .� review Traffic Camera footage (mostly investigators) ■ Then a CPU capable of Live View and Playback of the traffic cameras was put in Dispatch bringing availability to Patrol officers ■ Soon the Patrol Work area and Criminal Investigations had their own CPUs for the Traffic Cameras ■ Interconnect was utilized to allow Dispatchers to view cameras from their workstations ■ A CPU dedicated to Traffic Cameras was then installed in the Patrol Shift Commander's Office to aid in managing Patrol _ operations The Concept Comes to Lif� ■ In the early 2020's, Real Time Crime Centers (RTCCs) a became more and more prevalent in police work These centers utilized "real time" video surveillance systems to provide actionable intelligence to officers on the street, thus allowing them to be better informed and make better decisions Most early RTCCs relied on private surveillance But Dubuque had the infrastructure and potential for so much more Tours and Research ■ Winston-Salem PID site visit July 2024 ■ International Association of Chiefs of Police Technology Conference May 2024 a] We learned that DPD was operating a RTCC in a disorganized fashion. We were utilizing real time information for investigations, but without a centralized location for this task ■ Our path was set and the new name was coined: Precision Policing Center (credit Baxter- here) May 21.23 Charlotte, NC Buildout and Construction - - - i New computers, window decals, new desks/chairs, new carpet, and a large TV monitor were all added to a recently vacated room in the DLEC at 770 Iowa St. Ca. t-inisnea Room �- — — 40 c� Equipment and Funding N - B ■ 6 vacant sworn officer positions, which are unable to be filled in the short term, were reassigned into 5 civilian positions and equipment budget: 1 Crime Analyst 3 Camera Technicians 1 Forensic Investigator Technology and Equipment costs Crime Analyst ■ A common denominator among all good RTCC's is a Crime Analyst ... a position DPD did not have ■ This position allows the data collected by the DPD to be analyzed and used to enhance Police services in our community ■ A grant through Crime Analyst in Residence (CAR) was I�� applied for and won allowing us to bring trainers for our new analyst on -site ■ A nation-wide search was conducted yielding over 65 applicants. Recently, four reports have been filed, with seven vehides affected across those incidents. No successful vehicle thefts have occurred so far, but all incidents have resulted in costly damages.
