The minutes of the previous regular session and special sessions were read and approved
the following petitions in relation to assessments and taxes after being read were referred to the committee
on delinquent tax

The petitions of the marshal asking for 10% of full license collected over and above the amount collected
last year was referred to teh committee of the whole
The petition of Knapp Stout and Co et al asking that the str J J LInehan be allowed to remain where she
is now stationed as granted
The petition of a large number of resident property owners on Jackson Washington and Elm Streets demonstrating
against the laying of the track of the D N W Railroad on any of the streets west of Pine Street and south of
Seventeenth Street was referred to the com of the whole
Petition of Sophia Stang in relation to the settlement of her claim for damage by the operation of the motor
was referred to the city attorney
The petitions of the treasurer and recorder asking for an increase of salary was referred to the com of
the whole
the resignation of Frank Strinsky as engineer of the str J K Graves was onmotion referred to the com
on fire
the petition of Mrs Mary Neumeister asking that a portion of the butcher license paid by her husband as
the business has been discontinued the matter was referred to the committee on finance

On motion the rules were suspended and deputy sheriff Gehrig read a notice to the mayor and city council
in relation to the Stange judgement notifying the council to levy a special tax to pay the same which was
received and filed
The mayor read a communication from Dr Cogswell in relation to the fountain he proposes to donate to the
city and the conditions on which he will furnish the fountain
On motion the rules were suspended and Ald McCarthy presented the following
Resolved by the city council of the city of Dubuque that the generous offer of Dr Cogswell of San Francisco
to donate to the city of Dubuque a beautiful granite and bronze drinking fountain with a life size statue thereon
be and at once thankfully accepted by the city and that in behalf of our fellow citizens we hereby make grateful
acknowledgment of the philanthropic spirit which prompts so generous a gift
Resolved further that a committee of three be appointed to ask the citizens in the vicinity of Jackson and
Washington parks to organize and collect a sum of money to be donated by the citizen for the purpose of paying
the freight and such other expense as may be necessary
resolved further that the fountain be set up in the park donating the most money for defraying the expenses
and that whatever sum of money is left after defraying said expenses be expended in beautifying the park
that receives the fountain

Reports of officers
The city auditor reported a list of salaries due city officers and employees for the month of December the
total amount being 1258.75 ordered paid
The lamplighter reported having lighted 200 gas lamps during the month of December the report was receved
and filed
The city treasurer reported having paid out interest on warrants 91.74 refunded tax 1.80 andhorse for
fire department 225.00 and asks that warrants be drawn for the amount the report was
received and filed and warrants ordered drawn
James F Hedley reported the amount of auction sales during December as 1506.10 the report was received
and filed
City assessor Sullivan reported that he had appointed G Gmehle as his assistant for the present term
subject to teh approval of the city council the appointment was approved by the council
Woodmeasurer Warring reported having measured 405 cords of wood during Dec

John Hayes city Hog weigher reported the total number of hogs weighed by the different weighers as 3311
number qr of beef 444 qr mutton & veal 31 gross receipts 211.50 the treasurers receipt is atached for
31.72 or 15%

Marshal Zugenbuehler reported that the sum of 983.45 was necessary to pay the police for the month of
December That 48 arrests had been made during the month as follows Intoxications 21 jumping on moving
trains 2 concealed weapons 1 vagrancy 8 assault and battery 6 disturbing the peace 9 nuisance11 he returns
treasurers receipt for 9.00 fees

Chief Eng Drehouse reported having sold old hose to the amount of 4.80 and also received 1.50 for use of
hose and returns receipt for that amount received and filed
The recorder reported issuing the following licenses during the month of december saloons 4 hotel runner 1
billiard tables 3 pork packer 1 exhibition 1 peddlers 13 received and filed
Street commissioner foster reported the amount necessary to pay the men and teams employed on the streets
for the month of Dec to be 339.40 the report was received and filed and ordered paid
the city engineer recommended the renumbering of High STreet the recommendation was accepted
and the engineer ordered to renumber said street commencing at lake street and number north
reports of committees
Ald Crawford from the committee on ordinance asked for further time on the ordinance in relation to water
gas co
Ald Deckert chairman of the com on streets reported in favor of paying the bills of CN Clark & Co Knapp
Stout and Co and JS Randall for lumber and that the bill of J Becker be received and filed also that the city
engineer make a suvey and plat of the proposed road through mineral lots 1 and 16 as petitioned for by

Ald Glab chairman of the com on printing reported in favor of paying the bill of Ham and Carver the report
was adopted
The same alderman chairman of the com of the whole reported in favor of allowing M Morgan 50.00 in full
for his claim for work done on Seminary Street also that the claim of H Riker be received and filed That the
petition of Adolph Keckendorfer be received and filed That the assessment of J P Schroeder for 1883
be placed as follows estate 4500.00 personal 1500.00 all of which was adopted
Ald McCarthy chairman of the committee to whom was referred the settlement of the claim of D D Gehrig
and T OSullivan for making abstract of tax sale books reported in favor of paying them 1200.00 in full for said
books the report was adopted by the following vote

Ald Deckert reported on the petition of John Fitzpatrick for reduction of special assessment that the
petition be granted
Ald Hollanagel chairman com on del tax reported in favor of cancelling the tax of 1883 for Margaet Kuntzman,
Board of Education, Mary Gilmore, Elizabeth Tuegel, H Ohde, Admin Margaret Mulqueeny and Frerica Ruehl
the same reported adversly to the petitions of Wm Lahey Margaret M Robert Mrs M Siege Mary A McDaniels
and Philip Manstedt
On the petition of Margaret Glennon that the special tax be allowed to remain for one year at 6% interest
and that general tax be cancelled
On thepetition of Michl Millegan that the original tax of 1882 be remitted but as it has been sold for that year
the petitioners must pay the penalty to redeem the same
On the petition of the steam supply co that the assessment for same be placed as follows real estate $5000
and personal property at $5000.
all of which was adopted
Ald McCarthy moved that the street committee be instructed to open roadways across the ice to teh east shore
of the river at Eagle Point and the lower levee to allow teams to cross
adopted
On motion of Ald Kavanaugh teh services of the wharf master was to be dispensed with until spring
On motion of Ald Glab the salary of C H McMaster as clerk in the treasurers office was fixed at sixty 60
dollars per month he to make a new special assessment book without cost to the city

City Attorney Linehan reported adversly to the payment of old city bond the payment of same being deterred
by statute of limitation on the petition of Geo A Fry that the petition be referred to the committee on streets
and city engineer for adjustment
Resolutions
Ald Olinger offered the following resolution which was adopted
Whereas it is deemed important and necessary that section 17 and 19 of the building ordinance relating to
proper construction and inspection of chimney flues be strictly enforced although the city engineer has charge
of issuing building permits and c it is more proper and can be more efficiently attended to by the chief of
the fire department
therefore be it resolved by the city council of Dubuque hat it be made the duty of the chief of fire department
to strictly and fully carry out and enforce sections 17 and 19 of the building ordinance
The following resolution was offered by Ald Deckert and adopted
Where as an error has been made in teh sale for taxes of lots 3 and 4 in staffords addition the property of
Cath Schueller for the taxes of 1882 as the same was to be cancelled by the council at its regular session
held Aug 7th 1882
Be it therefore resolved by the city council of the city of Dubuque that said lots be redeemed from said sale
by the auditor
Ald Deckert offered the following which was adopted
Be it resolved by the city council of the city of Dubuque that the city engineer be and is hereby instructed to
make a survey and plat of a road extending from a point near the intersection of Clark street in Linehans
addition and Grandview Avenue southerly to the city limits
Ald Glab offered the following which was adopted
Whereas considerable dissatisfaction arises every spring beween teh outgoing and incoming officers both
claiming pay casing extra expense to the city
Be it therefore resolved that all out going officers time and salary expire on the first of May each year and
the incoming time and pay commence on the first day of may of each year
Ald Martin offered the following which was adopted
Be it resolved that the hay scale on Southern Avenue be no longer used as a public scale

On motion of Ald Crawford read a resolution presented by Gen Geo W Jone in relation to the building of
a pontoon bridge across the river the resolution set forth the advantages to be obtain thereby
On motion of Ald Kavanaugh Gen Jones addressed teh council in relation to his resolution
On motion of Ald McCarthy the matter of the pontoon bridge was referred to the committee of the whole
and taht genl jones and the friends of the project to be notified when the committee meets on that question
Ald Olinger asked for further time in which to draw up an ordinance to govern the new paid fire department
granted
On motion the marshal was instructed to notify the owners of the motor track to take out the turntable on
eighth street forthwith and place the street in a good condition
On motion of Ald Kavanaugh th ebil of J H Lucas was ordered paid but the city to retain five dollars of the
amount to complete the work in the spring
On motion of Ald Crawford the market master and foreman of each engine house were instructed to take a
record of teh gas meters in their respective buildings and report the same to the council each month
The mayor appointed as a committee on the cogswell fountain matter
